_` - - <br />. -., <br />PLANNING COMMISSION SEPTEMBER:25, 1984 PAGE 2 <br />Mr. Holr.?ok of West 231 Street claim that there are problems and during <br />any type of heavy rain they get standing water at the head of.the street; <br />that the catch basin on the west side of the street is not adequate; <br />there is no catch basin ori east side. They claim 8" sewer is not ade- <br />quate nor is it maintained. Mr. Schaller stated that sewers were dye <br />tested in 1979 and found to be adequate. The Engineering Department <br />will have to make a final review of the retention and drainage and will <br />also try to determine if there is a maintenance problem with sewer. <br />Assistant Law Director Dubelko advised that the Planning Commission could <br />not disapprove a proposal on the basis of sewer inadequacy; this would <br />be a matter for the Engineering Department and any maintenance problem <br />would have to be directed to the Service Department. T. Morgan moved <br />that the Landspan Corporation proposal which is.located on the north <br />west corner of Lorain Road and West 231 Street, to construct a retail <br />building (strip shopping center) be approved with recommendations 1, 2, <br />and 3, as contained in the Architectural Board of Review Minutes of <br />September 19, 1984, but deleting recommendations 4 and 5; and also <br />including the recommendations of the Police Department report that the <br />existing brush and trees north of the driveway on West 231 Street lie <br />cut back at least 20' to improve visibility and with our recommenda- <br />tion that this area be landscaped consistant with requested landscape <br />plan; and also including'the recommendations of the Fire Department <br />report on September 14th that a fire hydrant be installed on the east <br />parking lot island and be supplied from the Lorain Road water main, <br />seconded by E. Traczyk, and unanimously approved. The Planning Com- <br />mission expresses and echos the concerns of the residents of West 231 <br />Street relative to adequate drainage of this parcel into the existing <br />north/south sewer system on West 231 Street. It is recommended that <br />the City Engineer again study this drainage system and check that the <br />system can house and maintain the flow from this property as well as, <br />ang otfier property and that the sewer be cleaned if so indicated. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1) Kacirek Assembly Plat, located on the north side of Lorain Road, <br />opposite Stearns Road. <br />Proposal is to combine parcels 233-25-6 and 233-25-7 into one (1) lot, <br />which is the site of Karcirek Funeral Home. <br />(Addition approved by Planning Commission on July 24, 1984.) <br />City Engineer Schaller introduced the,assembly plat of two parcels <br />which is necessary in order to build addition across property lines. B. <br />Gorris moved to approve,the Kacirek Assembly Plat, SPl tcom- <br />bine parcels 233-25-6 and 233-25-7 into one (1) lot, seconded bY J. <br />Brown, and,unanimously approved. <br />V. COMMUNICATIONS: <br />Catalog from Planners Book Store. <br />Ordinance 84-67 is now approved by Council and is according to Planning Com- <br />missions prior iecommendations.
