Assistant City Engineer <br />McDermott stated that the survey submitted is not a boundry sur- <br />vey (there are no pins set), but it does show the location qf <br />the hydrant. Mr. Kohanski, the Architect, noted that there are <br />2 easements shown on the title search, a 20' waterline easement <br />and a portion of an easement along Lorain Rd. which was origin- <br />ally for a sewer. He also stated that he is working with the <br />City Engineer as far as trying to establish the storm drainage <br />on the site since there are no records as to who owns the storm <br />sewer which is already on the property and which flows south, <br />probably through the condominium property. At this time they <br />are working with the condominium in order to reach an agreement <br />for moving the fire hydrant and obtaining any easement for the <br />sewer if required. Assistant Law Director Dubelko stated that <br />the encroachments are not the problem of the developer nor is <br />moving the fire'__hydrant his responsibility. The Commission is <br />concerned that the hydrant and the angle of the driveway could <br />cause problems if the encroaching drive cannot be used. Mr. <br />Kohanski is certain that an acceptable agreement for moving the <br />hydrant can be worked out with the condominium so that it can <br />be moved during the site work on the.property. The Commission <br />also requests that the Engineering Departm.ent and Safety Depart- <br />ment review the survey. J. Burns moved to approve the site plan <br />and landscape plan for the Medical Emergency Doctors Center with <br />the stipulation that the existing encroachment on the north east- <br />erly_portion of the driveway of the condominium be maintained <br />until such time as the fire hydrant, located in the middle of <br />that driveway, is relocated, seconded by J. Wixted,.and unani- <br />mously approved. J. Wixted moved that the plans for the sign as <br />well as the design of the building be referred to the Archi- <br />tectural Board of Review, seconded by J. Brown, and unanimously <br />approved. <br />(3) Ground Round Restaurant, 24250 Lorain Rdo <br />Proposal to construct addition to existing restaurant <br />(Variance and Special Permit granted by Board of Zoning <br />Appeals February 2, 1983.) <br />Mr. Vert representing the Ground Round Restaurant explained that <br />the 250 square foot addition was for additional seating. The <br />parking.area will be redesigned to accomodate.74 spaces which is <br />over code and will include separate entrance and exit drives. <br />The existing trees on the north and east property lines will <br />remain. A few shrubs will be removed for the addition. J. <br />Brown moved to refer the addition to the existing Ground Round <br />Restaurant to the Architectural Board of Review, seconded by <br />J. Burns, and unanimously approved. <br />__IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />(a) Brooks Resubdivision, 5794 Bradley Rd. <br />This is a 2 sublot split of permanent parcel 233-4-5, located <br />on the west side of Bradley Road north of Barton Road.
