t
•

PLANNING COMMISSION JUNE 28, 1983 PAGE 3
• report stated, in part, that the proposal would add to the ex-
isting traffic hazards at this location. They suggested that
an access road running parallel to Country Club could be con-
structed with engress and egress at the traffic signal. The
Safety Dept. report stated that the median strip was installed
to overcome traffic problems in the area: two reverse curves,
two left turning lanes and one right turning lane onto Country
Club. In 1982 fourteen accidents were reported at the inter-
section of Great Northern and Country Club. City Engineer R.
Zurawski's report explained why the City had requested Great
Northern to close one entrance to the Mall and install the
lighted median strip. He pointed out that after 1480 is com-
pleted and relocated S.R.252 is constructed, the already high
volume of traffic will increase. He stated that the proposed
drive was as far away from the intersection as possible and is
the best possible location, but that the cut, including the
taper area would remove or modify almost all of the entire
length of the existing median east of the driveway. Mr. G.
Richland of Great Northern stated objection also on the basis of
safety at that location. Mr. Jackman, a private traffic con-
sultant representing Great Northern, stated that the length
of taper planned was not as required, and that basically all
that would be left of the median strip would be a very small
island and the taper section; and because of the alignment of
the roadway at that point the turning lane would not be a good
shadow lane for cars turning left. The commission is aware
that the proposal is a proper use of the land and that the
facility would be desirable and well received in the commun-
ity; however, after thorough study of all reports, there
are still many concerns regarding the safety of ingress and
egress at that location. Mr. Dubelko stated that the commission
is on solid legal ground to base their decision on the safety
considerations of the area. J. Burns moved that based on the
recommendations of the Safety and Police Departments and on
other considerations from the Engineering Department that we
, reject the median cut for the proposed Bob Evans Restaurant on
Country.Club Blvd., seconded by J. Roberts, and unanimously
approved. The developers were advised that they now can pre-
sent this proposal to Council who can, if they so desire, over-
ride the Planning Commission's rejection.
V.. COMMUNICATIONS:
Letter from Post Office requesting that a portion of West Ranchview
Ave. (off Tallwood Dr. and not connecting to the existing West
Ranchview) be renamed Tallwood Ct. The commission requests that the
developer be present at the next meeting to discuss the matter.
VI. NEW BUSINESS:
Councilman Woerpel submitted a survey type petition (not a legal
petition) and an information sheet regarding the proposed Industrial
Park which is going to be distributed to residents.
