J. <br />Roberts moved to refer the Great Northern Complex final devel- <br />opment plans to the Architectural Board of Review, seconded by <br />B. Gorris, and unanimously approved. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1. Country Club Blvd., median strip cut - Revised Plan <br />Proposal is to allow an opening to be made in the median strip <br />of Country Club Blvd., west of Great Northern Blvd., to pro- <br />vide access in both directions along Country C1ub Blvd. for in- <br />gress and egress to a proposed restaurant to be located at the <br />southwest corner of the intersection of Country Club and Great <br />Northern Blvd. <br />Continued from July 12, 1983 for Safety and Engineering Depts. <br />reports. <br />The Coffinission reviewed reports from the Safety and Engineering <br />Departments on the revised proposal. Neither report recommended <br />approval of the median cut on the revised plans. Mr. Vollman <br />questioned why their traffic study had not beerisent to the Safety <br />Department. Chairman Morgan stated that recommendations were <br />made relative to the traffic conditions existing at this time <br />in the area and that the traff ic study was in reference to traf- <br />f ic flow in and out of a comparable facility. An independant <br />traffic study by William Jackman had also been submitted. Mr. <br />Vollman objected to this on the basis that Mr. Jackman was a con- <br />sultant for.Great Northern. Assistant Engineer D. McDermott stated <br />that Mr. Jackman, an independant consultant, had previously been <br />a consultant for North Olmsted and the City would consider his <br />recommendations. Mr. Jackman stated that with the taper and <br />turning lane, 168' of the median strip would be eliminated and <br />132' would remain from the new opening to Great Northern Blvd. <br />There is confusion in this area now and many will be using this as <br />a cut through, and also, the no left turn will be difficult, to <br />enforce. Mr. Overmeyer, traffic consultant for Bob Evans, ob- <br />jected to his conclusions. He sta:ted that his study proved that <br />there are adequate gaps in traffic to provide for turning into <br />and out of the property. He also believed that the Safety Dept. <br />should have had a copy of the traffic report. It was pointed out <br />that that the median strip had been constructed as a result of <br />traffic-studies of the area and that the Safety Department knows <br />the conditions as they are now. Assistant Law Director J. Dubelko <br />stated that the City had studied the proposal thoroughly and that <br />the City does want to promote the development of property, but <br />the safety of residents is a valid consideration and the Commis- <br />sion is acting in good faith. Bob Evans or Sohio would have the <br />right to appeal to the courts. J. Burns moved, based on the rec- <br />ommendations of the Safety Director, Engineering Department and <br />Police Department:that the Planning Commission reject the proposed <br />median strip cut on Country Club Blvd.,revised plan, as submitted <br />by Bob Evans Restaurants, seconded by J. Roberts, and unanimously <br />approved. •
