BOARD OF ZONING APPEALS APRIL 7, 1982 PAGE 4 6. Glenn M. Limpert, 4282 Clague Rd. Request for variance (1133.13);. Request 832 sq. ft. variance to add carport to non-conforming building (1,360 sq. ft. existing in excess of 750 sq. ft. allowed). Violation of Ord. 62-33, Section 1151.04C Chairman Remmel called all interested parties before the Board. The oath was administered. The request was ammended to read an addition not a carport as described (structure will be enclosed). The lot is only 77' wide and the use for business purposes is non-conforming (use was commercial prior to the Ordinance ), Mr. Flood, a neighbor, presented.documents objecting to the further extension of the non-conforming use. Mr. Limpert stated that he would like to get some of his equipment under cover so that the yard would not be so cluttered. Mr. White, the neighbor to the rear,objected to the view from his back yard. Another adjacent neighbor had no objection since Mr. Limpert said that he would put his equipment,.:.now in the open, under cover. Mr. A. Charekhad had notified the Board previous to the meeting that he was in favor of the variance. Mr. Flood also maintains that the existing apartment above the garage is not legally occupied by a relative as required by the original variance for it. Mr. Remmel stated that this lot was cluttered and extending.the commercial use is not in keeping with the Ordinance. L. Horvath moved to grant the request, seconded by C. Remmel. Roll call on motion: Horvath, Remmel, Bugala, Graves, and Wasniak, Nay. Variance denied. 4. West Haven Foundation for Retarded, 29734 and 29756 Lorain Rd. Request for Ruling.(1133.13). Request ruling whether or not a Group/Family Home is a permitted use in,"a general Retail Business Area. Ruling permitted Ord. 62-33, Section 1133.13. Or, if above is negative Request Special Permit. Request Special Permit to establish a Group/Family Home in a.General retail Business District. Special Permit allowed Ord. 62-33, Section 1151.04D. Chairman Remmel called all interested parties before the Board. The oath was administered to the entire audience. Mr. Robert Archer, executive director for West Haven explained the proposal for the Group/Family home for mentally retarded adults. There will be two homes, one for men- and one for women, with 8 to 12 people in each home. The foundation maintains'that these people are a family even though not related by blood, and they will live the same as a family. They work, shop, do chores, and have a study program. These people do not need to be institutionalized, however they cannot function by themselves. They are carefully screened for behavior. There is staff on the premises at all times. Mr. Archer stated that there have been no problems in Westlake where there is a home located now, and suggests that any
