Request 832 sq. ft. variance <br />to add carport to non-conforming building (1,360 sq. ft. existing <br />in excess of 750 sq. ft. allowed). Violation of Ord. 62-33, <br />Section 1151.04C <br />Chairman Remmel called all interested parties before the Board. <br />The oath was administered. The request was ammended to read an <br />addition not a carport as described (structure will be enclosed). <br />The lot is only 77' wide and the use for business purposes is <br />non-conforming (use was commercial prior to the Ordinance ), <br />Mr. Flood, a neighbor, presented.documents objecting to the further <br />extension of the non-conforming use. Mr. Limpert stated that he <br />would like to get some of his equipment under cover so that the <br />yard would not be so cluttered. Mr. White, the neighbor to the <br />rear,objected to the view from his back yard. Another adjacent <br />neighbor had no objection since Mr. Limpert said that he would <br />put his equipment,.:.now in the open, under cover. Mr. A. Charekhad <br />had notified the Board previous to the meeting that he was in <br />favor of the variance. Mr. Flood also maintains that the existing <br />apartment above the garage is not legally occupied by a relative <br />as required by the original variance for it. Mr. Remmel stated <br />that this lot was cluttered and extending.the commercial use is <br />not in keeping with the Ordinance. L. Horvath moved to grant the <br />request, seconded by C. Remmel. Roll call on motion: Horvath, <br />Remmel, Bugala, Graves, and Wasniak, Nay. Variance denied. <br />4. West Haven Foundation for Retarded, 29734 and 29756 Lorain Rd. <br />Request for Ruling.(1133.13). Request ruling whether or not a <br />Group/Family Home is a permitted use in,"a general Retail Business <br />Area. Ruling permitted Ord. 62-33, Section 1133.13. <br />Or, if above is negative <br />Request Special Permit. Request Special Permit to establish a <br />Group/Family Home in a.General retail Business District. Special <br />Permit allowed Ord. 62-33, Section 1151.04D. <br />Chairman Remmel called all interested parties before the Board. <br />The oath was administered to the entire audience. Mr. Robert <br />Archer, executive director for West Haven explained the proposal <br />for the Group/Family home for mentally retarded adults. There <br />will be two homes, one for men- and one for women, with 8 to 12 <br />people in each home. The foundation maintains'that these people <br />are a family even though not related by blood, and they will live <br />the same as a family. They work, shop, do chores, and have a <br />study program. These people do not need to be institutionalized, <br />however they cannot function by themselves. They are carefully <br />screened for behavior. There is staff on the premises at all <br />times. Mr. Archer stated that there have been no problems in <br />Westlake where there is a home located now, and suggests that any
