Because of <br />the grade a walk cannot be installed inside the property line <br />just south of the right-of-way lines. In reference to the con- <br />cern of the members regarding.bus riders to the shopping center, <br />Mr. Rake explained.that as of June 13th, the°only bus using <br />the Lorain Road bus stop at that point will be the county line <br />flyer. The others will be using a stop inside the shopping <br />center. Since a sidewalk on the Brookpark Road right-of-way <br />would be preferable, it was.agreed that the developers would <br />request permission for a sidewalk on the right-of-way from <br />the state. A letter from the Biskind Development Co. will be <br />submitted to the City and reviewed by the Law Department and <br />then sent to the state as a joint request for such a s.idewalk. <br />In the interim it was agreed that the walkway would be con- <br />structed as close to the northern side of Pick 'n Pay as <br />possible. J. Roberts moved to approve the preliminary site <br />plan for Pick 'n Pay Food Palace and Chi Chi's restauraflt as <br />per the Architectural Board of Review Minutes of April 19, <br />1982, with the following additions that pertain to the pedes- <br />trian access plan sk-1, dated 3/23/82: 1) continuation of the <br />concrete sidewalk to the east.of Pick 'n Pay and then south to <br />the parking area to the building walkway, pending approval of <br />the state waiver for said location:. If this is rejected by <br />the state the skl (3/23/82) drawing with the marked asphalt <br />defined walkway will be installed; also this access will be <br />put in temporarily (as close to the building as possible) <br />until the sidewalk is_approved by the state. The waiver to <br />the state will be prepared by Great Northern, subject to ag- <br />proval by the City, and forwarded to the state. 2) sidewalk.- . <br />entrance into Chi Chi's;3) sidewalk to be extended at the.exit <br />only east drive; 4) the Commission agreed that the opening <br />requested by the Architectural Board of Review off the ma.in <br />drive would not be necessary, and both entrance and exit drives <br />could rema.in .as originally planned off the 24' drive (drive <br />can.be exit and entrance from Chi Chi's, but exit one lane <br />only east bound on to Lorain with curbiing, etc. to be designed <br />in such a way .to insure this); The Commission would like.both <br />the green planting strip and the sidewalk in front of Chi Chi's; <br />6) The lighting and mechanical plan requested by the Architec- <br />tural Board of Review does not have to be referred to the Plan- <br />ning Commission. In order to expedite approval of this plan <br />the subject of this meeting which is the sidewalk plan will . <br />not have to be submitted to the Architectural Board. The Planning Commission is very concerned about the. safehy of pedes- <br />triansto the mall, especially in light of the proposed future <br />developments, seconded by T.
