McDermott explained that this is <br />normally required for developments, however, it has never <br />been sent to Planning Commission before. J. Roberts moved <br />to recommend approval of the Jamestown Village apartments <br />Phase 7, Water Main Easement, seconded by T. Morgan, and <br />unanimously approved. <br />(2) Deerpath Subdivision No. 6, Preliminary Plan (Revised). Note <br />that.other preliminary plans for Developnent of this site <br />have been reviewed by Planning Commission on Nov. 13, 1979 <br />and December 11, 1980. Located north of I-480, west of <br />Clague Rde and east of the existing eastern end of Elm Rd. <br />Tfiaenty-seven (27) sublots proposed, and includes the pro- <br />posed realignment and extension of Elm Road to Clague Rd. <br />Assistant City Engineer D. McDermott introduced the progosal <br />and explained that Mr. Clingman need.; approval from the <br />Ohio Department of Transportation since Elm Road will enter <br />onto a limited access area of Clague Rd. across from a 1480 <br />exit ramp.. The sewer which had caused concern in a previous <br />plan will be relocated. Mr. Clingman stated that he will <br />put the road in but will not request assessment from the <br />abutting property owners. D. McDermott advised that the <br />cul-de-sac will have to be enlarged to meet code. During <br />the discussion it was discovered that Mr. Clingman.did not <br />own all property involved, therefore Planning Commission <br />cannot act on this proposal. Mr. Clingman and Mr. Saylor, <br />the Engineer, explained that they were not actually looking <br />for approval, but were interested in seeing if this plan <br />might be acceptable to the City before sending it to the <br />State for approval. Councilwoman Saringer stated that <br />some of her constituents expressed disapproval of this <br />proposal, but she thinks that it should be presented to <br />the Ohio Department of Transportation to determine if , <br />they would permit Elm Rd. to enter into this limited access <br />area. The residents attending the meeting were opposed to <br />any plan in which Elm Rd would exit onto Clague, since it <br />would then be used a a through way from 1480 to Columbia Rd. <br />Chairman Gorris stated that he would be very reluctant to <br />approve, without other imput, any access into Elm Rd. that <br />would off Clague Road at tht exit ramp from I480. :
