Fire Hydrants: Developer feels that 3 is excessive but <br />will take under advisement from the Fire Department. <br />It was also noted that the Police Department report from <br />Captain Brow (see attached) objected to an entrance or exit <br />on Mill Rd. He also stated that this proposal had a poten- <br />tial for possible police problems. Safety Director Petre <br />stated that from investigation of 2 rinks that there is a <br />problem with noise and juvenile delinquency problems. Dr. <br />Bernstein emphasized that this is not a franchized operation <br />and the rink would be owned and operated by his family <br />and that his investigations of many rinks did not uncover <br />these problems. He also clarified that the late night ses- <br />sions would be private parties and not open to the general <br />public. He requested that the Commission Members visit <br />some of the p rivate rinks and see what the situation is, <br />Chairman Bugala and other members of the Commission ex- <br />pressed conce rn for the traffic situation at that location <br />but agreed that the rink would itself be an asset to the <br />City, and were agreed that the developer had cooperated <br />with the City. Assistant Law Director D. Ryan advised the <br />Commission their recommendations should be based on general <br />areas of land use and the health and safety of the residents <br />of the City. J. Roberts moved that the Planning Commission <br />reject the request for the Skating Rink for the following <br />reasons: 1. traffic and safety prob lems that would be <br />caused by such construction and 2. the location proposed <br />was inappropriate land use, seconded by B.
