Perla moved to take the Skating Rink Proposal out of com- <br />mittee, seconded by J. Roberts, and Lmanimously approved. <br />Mr. Butkiewitz explained that the size of the building had <br />been reduced from 28,200 sq. ft. to 24,000 sq. ft. and that <br />all the recommendations of the Architectural Board of Review <br />had been included in the plans. Dr. Bernstein, the awner, <br />is requesting that the Commission approved a reduced parking <br />area (to contain about 20.0 spaces in the front lot) with <br />the provision that if it is necessary at a later date, the <br />remaining parking area would be added. It is their conten- <br />tion that based on surveys of other rinks 200 spaces would <br />be sufficient. Since this would require a vari,ance from the <br />Board of Zoning Appeals and was not a matter for the Planning <br />Commission, he withdrew his request. Dr. Bernstein has com- <br />plied with all the recommendations of the Architectural <br />Board of Review (see attached) and of the Safety Director.'s <br />report (see attached) except for items 3, 4, and 10: <br />1. Rumble strips: Included in plans. <br />2. Property fencing: Included in plans <br />- 3. A traffic light needed at Lorain Rd. entrance and also a <br />traffic light at Mill and Dover Center Roads: They will <br />not provide both lights totally, but there is a possi- <br />bility of mutually financing, with the City, the Lorain <br />Road light. <br />4. Street Lighting will be needed on Mill Road: Sodium <br />_ down lights for the parking lot and entrance on Mill Rd. <br />will be providedbut not street lights. <br />5. Pedestrian Walkway with proper curbing from Lorain Rd: <br />A raised walk will be provided from the Mill Rd. entrance, <br />however the joint easement from Lorain will have to be a <br />paved path separated from traffic by poles with the area <br />behind the shopping strip left open to provide trLming <br />radius for delivery trucks. <br />6. Outdoor Lighting must be provided around this buildi.ngs <br />Included in plans. <br />7. Secure area for Bike Racks: Included in Plans <br />8. Geotechnical Investigation and protection (Retaining <br />Wall). Mr. Petre requested that the developer bring in <br />a private engineering firm to study requirements for the <br />retaining wall. Developer agreed if this was deemed <br />necessary by the Engineering Department. <br />9. Large Fire Vehicles may not be able to use the Lorain Rd. <br />entrance: Redesign to coIIply. <br />10. Mill Road Pavement is very narrow (18 feet) in a 40 foot <br />right-of-way. The developer will donate 10 feet of own <br />property for widening road and will pay assessment for
