i . <br /> <br />.CITY OF NORTH OLPISTED <br />PLANNING COMMISSION <br />MINUTES - MARCH 13, 1979 <br />ROLL CALL: Chairman Bugala called the meeting to order at 8 p.m. <br />Present: R. Bugala, D. Ryan, J. Brown, W. Ohman and B. Gorris <br />Also Present: Law Director M. Gareau, Assistant Engineer D. <br />McDermott, and Recording Secretary B. Oring. <br />REVIEW AND CORRECTION OF PIINUTES: <br />Mr. Ohman moved to approve the minutes of February 27, 1979, <br />seconded by B. Gorris and unanimously approved. <br />BUILDING DEPARTMENT REQUESTS: <br />No Items, <br />NEW DEVELOPMENTS AND SUBDIVISIONS: <br />Mr. McDermott introduced Westmark Subdivision No. 2, preliminary <br />plans. This development is located east off Walter Road near <br />Lorain Road. Mr. McDennott explai-ned that there were 12 sublots <br />involved not 11 as stated in the agenda. Mr. McDermott also <br />pointed out that sublot 45 was in .a "B" residential area, the <br />other sublots are in a"C" residential area. Previously the <br />original house on this property had been moved onto sublot 45 prior <br />to subdividing the entire block. It was just now brought to the <br />developers attention that there was not enough square footage to <br />accomodate a house in a"B" area. Mr. Carl Andreano, Engineer <br />for Westmark Development Co., explained that the additional <br />square footage could be taken off of sublot 46, however it would <br />make an edd shaped lot. Mr. McDermott explained that the developer <br />could try to get an area variance. Law Director Gareau advised <br />the_Planning Commission that the developer would have to either <br />obtain the variance or re-subdivide the parcel to conform to the <br />square footage requirements before the Planning Commission could <br />approve the subdivision of the property. Mr. Andreano withdrew <br />the proposal and will request a variance at the April 4, 1979 meeting of the Board of Zoning Appeals and resubmit the proposal <br />to the Planning Commission on April 10, 1979. The neighbors <br />requested that they be allowed to discuss the subdivision with the <br />engineer at this time. Mr. Karabinus, 4043 Walter Road, questioned <br />the water drainage problem and stated that even though the sewers <br />on the street were sufficient, the excess drainage resulting <br />from the new construction could very well cause problems on the <br />property adjacent to the development. Mr. Andreano explained that <br />each lot had to have its own drainage so each lot will collect <br />its own water and not discharge its water onto any adjacent
