t^:
r
PLANNING COMMISSION
MIIdUTES - SEPTEMBER 12, 1978
" I. ROLL CALL
Vice Chairman Roberts-called the meeting to order at 8:00 p.m.
?
PRESENT: Vice Chairman Roberts, Mr. Ryan, Mr. Prokasy, Mr. Ohman,
Mr. Bugala and Mrs. Brown
ALSO PRESENT: Building Commissioner Gundy, Assistant City Engineer
McDermott, Law Director Gareau and Recording Secretary
Spencer.
II. REVIEW AND CORRECTION OF MINUTES
Mrs. Brown moved to approve minutes of July 25, 1978 as submitted.
Mrs Ryan seconded and motion passed.
III. BUILD ING DEPARTMENT REQUESTS
(a) Walter Zaremba Apartment Project
Mr. Zaremba, Mr. Snyder, Councilwoman Saringer and a number of adjacent
property owners came before the Board. Site plans of a proposed apartment
_ complex to be located at West 231st and Lorain were distributed. This
complex consists of 7.6 acres and is zoned multiple family. Complex
will provide 181 parking spaces and Mr. Gundy stated the plan is in
agreement with the zoning ordinances of North Olmsted. Mrs. Saringer
asked if one ingress and one egress as shown on the plans is permissible
with the state fire code. The answer was yes it was permissible, however
the plans were not reviewed by the Fire Department. Mrs. Tolzeki, an
adjacent property owner, inquired as to the possibility of erecting a
fence behind the developmentm Mr. Zaremba stated this complex is to be
for adults only and will be sold on an individual basis if possible.
If not, the suits will be rented. Solid masonry walls will be between
the suits and solid concrete floors will be built so in case of fire,
the fire would not spread throughout the entire complex. Sanitation
facilities and rubbish pick-up were discussed. Covered rubbish con-
tainers marked with an "R" on site plan were pointed out to the Board
members and adjacent property owners. Mr. Roberts then asked each of
the adjacent property owners individually if they had any questions
or comments regarding this complex. Mr. Stanley Ebin asked about storm
sewers. Mr. McDermott explained that the Engineering Department
requires an underground retention system and that he has already talked
with Mr. Andreano about this. The outflow will be on West 230th Street.
At this point Mr. Prokasy entered the meeting. Mr. Bauersocks expressed
his concern over just one entrance and exit and the possible traffic
problems this would create. Mr. Roberts assured him this would be
referred to our Safety Director for consideration. Mr. TicElwee, an
adjacent property owner, inquired as to the legal height of a fence
around a residential property. Mr. Tolzecki inquired as to the
possibility of erecting a traffic light near the complex. Mr. Roberts
explained that a traffic survey would be made by the city and they
would determine if a traffic light is necessary.
