? <br />J <br />C-._ -' OF iVORTH OLML;'i'EL <br />PLANNING COMMISSION <br />November 9, 1977 <br />Io Roll Call <br />Chairman Tischler called the meeting to order at 8:10 p.m. <br />Present; Chairman Tischler, Vice Chairman Ra#'eld, Nlessrs. Roberts, Idee and <br />Zurawski. <br />Also Present: Building Cpmmissioner Gundy, I,aw Director Gareau, City Engin- <br />eer Childs and Recording Secretary Hodgins; Councilman Sarin- <br />er. <br />II. Review and Correction of Nlinutes - Iqro Roberts moved to accept minutes of <br />Oct. 25, 1977 as presented. P7r. Nee seconded, and motion passed. <br />ITI. Building Department Requests <br />Mr. Rafeld moved to amend agenda to include K C B Co,.Subdivision at this time. <br />Nlr, Roberts seconded and motion passed. <br />City Engineer Childs gave resume of traffic study; A& P owners are willing to <br />provide 10 ft. additional right of way. I,aw Director Gareau said there is no - <br />thing in the judgment regarding ingress and egress -- the issue before the <br />Commission is subdivision of land. Residents addressing the Commission: Nlrs. <br />Louis Herman, 3433 ?' '• 231st St., Charles S. Walczak, 3h96 W. 231st St. Stanley <br />Ebin, 3194 Ir?. 230th St., John Gladish, 3514 Z',ra 231st St., Mrs. Schurr, 3495 W. <br />231st St. and Don Sabbath, W. 230th Sto and others. Discussion included in- <br />gress and egress to the propert.y, drainage, traffic, interpretation of the <br />court judgment, zoning of rear portion of property, ownership of property.Res- <br />idents and Commissioners were assured the proposal meets the ordinances. <br />Nir. Rafeld moved to approve subdivision of K C B Co. as proposed with the sti- <br />pulation there be 10 ft. added to existing 50 ft. width of W.231st 5t. for <br />dedicated public right of way for left turn lanev Mro Tischler seconded the <br />motion. Mr. Zurawski moved to amend the motion to include approval with the <br />pending donation of 10 ft. additional for left turn at Zn', 231st St. He then <br />described criteria for lef-t turn lane and storage and recommended sameo The <br />length of the 10 ft. width was discussed. iJeil Brennan, engineer and archi- <br />tect for the parcel A development, said they are willing to donate the 100. <br />fto length for the left turn; but he cannot proma.se for the remaining parcel. <br />Mr. Zurawski withdrew his motion to amend. P7r0 Rafeld asked if the residents <br />wanted left hand turno There was no response, indicating to N1r. Rafeld they <br />do not desire the 10 ft. additional right of way. Roll Call on motion: mo- <br />tion passed unanimously. <br />(a) Mr. Gundy presented development plans for A ?c P store at the corner of <br />Trzo 231st St> and Lorain Rdo <br />Mr. Gundy gave the specifications for parking, grass strips and plantings <br />and access ar-ound the building.. All are in conformity. MrsoSaringer- <br />suggested there be ingress and egress only on Lorain Rd. There was fur- <br />ther discussion of placement of the building, water supply, future ex- <br />pansion o:f the building, loading and unloading of trucks, buffer and drain- <br />ageo itiIr. Zurawski recommended the ingress and egress on W. 231st be re- <br />? tained but relocated to the south._ Nir. Rafeld asked for input from resi- <br />dents regarding ingress and egress on W. 231st St. No residents responded <br />negatively to proposed ingress and egress on W. 231st St. Mr. Roberts mov- <br />ed to refer plans of Nov, 7, 1977 (latest revision date) of K C B Co. to <br />the Architectural Review Board with the following recommendations: 1) 17 <br />ft. buffer strip, 2) evergreens to absorb noiSe and water and fence along
