v <br />Planning Commission 4-22-75 - 5 - <br />partment review of covered underground retention sy-stemo It to be <br />noted in the minutes that Mr. Gi.bson has agreed to come in with the <br />proposal at Commission's next meeting. Motion was seconded by Mro <br />Roberts and passed,unanimously. <br />(3) Pizza Hut at Gessner &Lara3n (formerly gas station) (southwest <br />corner ) <br />Item was previously approved by Zoni.ng Board of Appeals for some vari- <br />ances and plan tonight depi.cts the variances the Board did grant. h2 <br />parking spaces are required because there are Sh seats in the restau- <br />rant. Board did vary the requirements by two and they are using only <br />one of the variances;,also on Gessner Rd, the Board said they could e- <br />liminate the planting strip. Mr. Mcpermott said there are two parcels <br />and suhdivision i.s needed. The combined two lots have less than mini- <br />mum requirement. Fence and lights were discussed. Commission doEs <br />have right to request some form of screening, landscaping? etc. Con- <br />cern was expressed with parka.ng spots. There are two houses directly <br />across the street, headlights would be facing directly into those <br />houses. A four ft. high fence down that street would be too highe <br />Lighting was discussed. EZevation of parking lot compared to street <br />elevation was discussed. Mr. Prokasy mentioned committee work is be- <br />ing done on the floor of the P3anning Commission. Plans were review- <br />ed again. Mr. Freeh moved request for Pizza Hut at Lorain and Gessner <br />be referred to Committee, seconded by Mr. Tischler and approved. <br />(4) Renovation of existing Car Wash at Bailey and Lorain <br />Mr. Gundy presented plans of proposal to change the occupancy to E- <br />lectrical Fixture Retail Sales Store. N1r. Weiss was present. Pl.ans <br />were reviewed. Some 2000 sq. ft. of building area is on south side <br />of Lorain. Developer is providing 17 aff street parking spaces; re- <br />quirement is 10. ihere was discussion of removal of tanks. Mr. <br />Tischler objects to parallel parking.. Mr. Roberts said parking would <br />be very diffictzlt in front of the building; he would recommend no <br />parking in front of the building. Some of the parallel parking <br />spaces could be elimi.nated and there sti11 would be the 10 as requir- <br />ed. Fence needs repa3.r. Mr. McDermott has not seen the plans; En- <br />gineering Depaxtment would like to review them. Discussion continued <br />regarding fence, landscaping, parking spaces. Also discussed were re- <br />tention basin, drainage, grading, etc. Mr. Weiss said pavingi etc.is <br />not going to be changed, only the use of the building. Traffic cir- <br />culation was discussed. Mro Rafeld moved to refer proposal back to <br />Committee and the developer resubmit drawing showing various changes, <br />dimensions, curb cuts. N1r. Roberts seconded the motion. Motion pass- <br />ed unanimously. Ntr. Prokasy reiterated changes - elimination of para- <br />llel parking spaces; relocate 3 head in parking spaces; entire east <br />side of the bui.lding to be landscaped; eliminate the fence - the gate <br />fence between the back of the rear that blocks the entrance into <br />Bailey; show property deimension itself; and also aware of desired <br />changes in the existing fence in back property. <br />N. <br />V. <br />Old Business - N'o Items <br />New Developments and Subdivisions -(See Mr. Tischlex's motion under
