IV. Old Business <br />- 2 - <br />(a) Access road onto Blossom Blvd. - Plorth Side of Blossom Blvd. west <br />of Edgepark - 5ublot #205 of Sandy Ridge Subdivision T?5. <br />Chairman Tischler referred to minutes of November 11, 1975 and to Legal <br />Opinion75-10 which had been received by P-Lanning Commission members. Item <br />is properly before Planning Commission. Platting Ordinance 64-95 Section <br />2B was read by Vice Chairman Tischler. Engineer McDermott said he has <br />verified that dwelling on sub lot rr204 is 7.36 ft. from lot line; thus pro_! <br />posed roadway would be within 18 ft. of dwelling. Sublot 15 of Sandy Ridge <br />#12 has not been built but can be developed in conformance depending upon <br />plans, etc. Iqr. Freeh moved to deny request to develop Sublot #205 as <br />roadway. Mr. Rafeld seconded the motion. Mr. DiBenedetto spoke of prob- <br />lems. Roll Call on motion: Messrs. Tischler, Roberts, Freeh, Rafeld and <br />Evanoff: aye. Motion passed. <br />(b) New Comprehensive Plan Review <br />Vo meeting has been held for review of the plan, Iqr. Huntington spoke <br />from the audience with regard to changes on the plan: (a) City Line Es- <br />tates should be k zoning instea d of B; (b) x to B residential line splits <br />Bretton Ridge - all should be A zoning (c) he made strong request as the <br />representative of Bretton Ridge Civic Association that the medium rise <br />zoning should be changed to low rise from old Zawson Store to Barton Rd. <br />Law Director Gareau spoke of the very serious legal problems involved with <br />rezoning from property value of approxi.mately 675,000 per acre to perhaps <br />$15,000 per acre. Nlr. Gareau said he is also concerned about property on <br />Bradley Rd. where there is request to rezone back to residential. Some <br />people bought and paid commercial prices on Bradley Rd. This could be de- <br />privation of property rights under the Uth amendment. There was some fur- <br />ther discussion of the plan as it concerns Lorain Rd. and Mr. Tom Esper, <br />Randal Dr, asked about proposed development next to John Knox Church. He <br />was told this particular development had been approved by Council and Plan- <br />ning Commission. Mr. Rafeld moved to retain in committee. Yjr. Roberts <br />seconded and motion passed unanimously. <br />V. New Developments and Subdivisions - No Items <br />VI., Communications - N1ra Freeh moved to send letter to Council requesting ad- <br />ditional 60 days for study of Comprehensive Plan. Mr. Rafeld seconded and <br />motion passed. <br />VII. Committee Reports - PZeeting scheduled for 7:30 tonight was cancelled; it <br />is to be rescheduled for 7:30 p.mo on December 9,1975. <br />VITI. New Business - No Items <br />IXa kdjournment <br />Mr. Roberts moved to excuse absences of Mrs. Fian and 11r. Prokasy.
