<br />PUBLI C HEARI NG <br />NORTH OLMSTED'.,HfGH SCHOOL <br />MAY 2, 1962 - 8:00 P.M. <br />Present were Paul J. Gareau, Mayor; Bruce MacDonald, President of Council; Henry <br />Caster, Ralph Christman, James Leonard, Dewey Limpert, A.L. Mangani, Lillian Nicholas, <br />Francis J. 0'Neill. <br />Also present were Lloyd Barnes, Service Director; Vernon Burt, Special Legal Cbunsel; <br />Alex Kanareff, Engineer; George Schaaf, Law Director; Ba-l,lard Vincent, Chairman of <br />Nqrth Olmsted Planning Commission; and Louise Hall, Clerk. <br />The President of Council advised that this was a hearing, not a debate and that <br />the City Officials were in attendance to answer questions and to l.isten to any statements made concerning the proposed adoption of Ordinance No. 62-63, commonly <br />called The Zoning Ordinance of the City of North Olmsted, Ohio and that a <br />record would be made of the questions and statements made by property owners. <br />Mr. A.L. Mangani, Councilman-at-large; and the Engineer presented the proposed <br />Zoning Map and explained the locations of the various types of zoning. <br />Mr. Frank Pinkham, 6595 Barton Road,inquired why everything not desirable 'i?s:;proposed <br />for thewest end of North Olmsted when the Regional Planni.ng Commission recommended <br />Limited Industry for the area adjacent to the Shopping Center and also this area <br />was voted for by the p;eople. He stated that such an area at the end of the City <br />would create more traffic on Lorain Rd; would require larger sewers and generally <br />make that area a."wrong side of the tracks area". He feels that the w?st end <br />should not have every kind of Zoning dumped on it such as Limited Industry, <br />General Retail and Mixed Use which would tend to lower home values of existing <br />homes. He inquired why the City feels we.can benefit by this type of Zoning <br />if neighboring suburbs have not been able to. He also inquired if the City is <br />being developed for all the people or for just a few, and if they were,being <br />discriminated against. He inquired as to the purpose of putting all types at <br />the west end of town. <br />Mr. C.J. Oviatt, 4927 East Park Dr., requested that the proposed changes as they <br />now exist be explained. <br />Mr. A.L. Mangani explained the proposed changes. <br />Mr. P. Kraft, 4891 Dover Center Rd inquired how'far east the Limited Industry <br />extends. - <br />Mr. H. Wiese, 30033 Lorain Road inquired as to the difference between General <br />Retail and Local Retail Districts. <br />Mr. K. Ke]sik, 29510 Lorain Road, inquired as to the object of picking one section <br />of Lorain Road for Local Retail Zoning. He inquired who decided that this area <br />should be zoned this way and why the decision was made and also why not make <br />all of Lorain.Road the same zoning. <br />Mr. Bammerlin, 2881 Lorain Road stated that he agreed with Mr. Ke}:sik and requested <br />that anyone who also agreed with him to stand up. <br />Mr. W. Allen, 30338 Lorain Road, stated that 90% of the property owners had signed <br />a petition for commercial zoning in the are where Local:Retail Zoning is proposed <br />and feels that this should still stand.
