PLANNING COMMISSION <br />February 119 1969 <br />Ie <br />II. <br />Roll Call <br />The meeting was cailed to order at 8000 P.M. <br />present wex°e Jack Esgar9 Edward Byers, Thomas <br />Nelson, Donald Ledvina, Kurt Richards. Also <br />City Engineer9 Sally Henkle, Secretary; Carl <br />by Chairman Jack Esgar. Those <br />Fabek, James Leonayd, R?chard <br />present: Mike Karhany Acting <br />Bohm, Regional Planning Commission. <br />Reading and Correction of Minutes <br />The following addition was made to the minutes of 1/28/69: Under III. (b) add <br />to the last sentance, "with Mr. Fabek voting no°'e Mr. Fabek moved to dispense <br />with the reading of the minutes of 1%28/69 and to approve as corrected; seconded <br />by Mre Richards and unanimously passed. <br />III. Old Business <br />(a) Westerly Towers Rezoning. Mr. Leonard stated that his committee has <br />studied this proposal and that they recommend going ahead with it as shown. <br />Mr. Leonard moved to approve the proposal by Westerly Towers ta rezone <br />166' frontage on a parcel west of Fleharty Road fronting on Lorain Road' <br />to retail business as piesented. Mr. Ledvina seconded the rnotion. The <br />motion was unanimously passed. <br />(b) Olmsted Towers High Risea Mr. Richards cited the minor deficiencies that <br />were pointed out previously and stated that the developer has corrected <br />all of these with the exception of the FAA approvalo This approval has <br />been applied for and should be received by the middle of Marcho Mr, <br />Richards moved to approve the detailed development plan of Olmsted Towers <br />Block °'A" dated 2/6/69 subject to receiving of FAA permit. Mr> Byers <br />seconded the motione Unanimously passed. <br />(c) Olmsted Woods Re Subdivision. Mr. Esgar announced that Mr. Bauer had <br />withdrawn his request on this proposal. <br />(d) Yorkview Estates Subdivision. Since no additional information has been <br />received from the developer as requested, Mr. Richards moved to reject the <br />plans for Yorkview Estates Subdivision. Mr. Nelson seconded the motion. <br />Unanimously passed. <br />(e) West Park & North Park Towers. Mr. Fabek stated that he would fi-rst discuss <br />the West Park Towers proposal. Th-i'-s groposal is for 320 un.its located <br />at approximately 28500 Lorain Road at Berkshire Drive. He pointed out <br />that the sizes of both the 1 and 2 bedroom apartments are under the required <br />square footage. The size of the 3 bedroom suites was not specified. He <br />also cited parking and garage distances to lot lines and stated that these <br />did not meet the eodeo FAA approval has not been received. There is also <br />an access probleme The fact that the surrounding area was single family <br />ranch type homes was also discussed. Various neighbors in the area stated <br />their objections to Yiigh rise apartments in this locatione Persons voicing <br />objections to the plans were Mr. Bender, Mr. Downer, Mro Sterling Barlow, <br />Mrs. Streiker and members of the West Park - Forest Ridge Civic Association. <br />Mx°a Bohm czted various problems of narrow lot, ingress and egx°ess, etc. <br />Mr. Prokasy Councilman, suggested that the developer study ithe proposed <br />rezoning tor Lorain Road and said that he felt the primary problem was in the <br />depth of the lot. Mr. Esgar pointed out the desirability of garden type <br />apartments to serve as a buffer next to residential area %n a case such <br />as this one.
