I. <br />Section 1133.09 Request for Ruling and Special <br />permit from Zoning Board of Ap- <br />peals <br />Section 1133.12 Powers on request for a special <br />Permit from Zoning Board of Ap- <br />peals <br />Present: Mr. Hayes, Mr. Du Bay, Mr. Schaefer, and Mr. Steiner from C. E. I. <br />Mr. Arthur H. Wilms, Mr. Henry B. Wilms, Mr. Childs, Mr. Crabs and Mr. Brookinse <br />Witnesses were administered the oath. Mr. Schaefer explained that the property <br />is the rear southeasterly corner of the Sadie Knippenberg property near Sunset <br />Memorial Park. It is an area of 210 ft. x 240 ft.and to be well screened, have <br />landscaping, proper drainage, etc. The highest structure will be 24 ft. The <br />investment will be $8503000; 500 ft. from (;olumbia Rd. An automatic station <br />is planned with one man once a day or once every other day going in and out. <br />There will be two transformers; distribution feeders underground from station <br />area to existing lines on Columbia going north and south. N1r. Hayes told of <br />need of more electricity in area; how this will improve reliability. Reduc- <br />ing pressure is function of substation; it will shorten distribution lines. <br />$20,000 is figure of approximate taxes to be realized from structure. Nr. <br />Hayes showed trees to be used for screening and named>?_varieties. Council- <br />man West explained the Special Permit. Mr. Arthur H. Wilms asked about the <br />addition of transformers and the addition of overhead zaires. Will special <br />permits be needed at that time? Mr. Gundy stated that we expect absolute <br />conforrnity. This Board will rule on any further changes. Mr. Du Bay stated <br />this is the ultimate -- it will not be expanded and there are no plans for <br />connecting with Avon Plant. Mr. Henry B. Wilms is definitely, bitterly op- <br />posed to whole plan in this location. 14s. Childs would like C. E. I. to <br />increase height of wall to at least as high as any structure. Representati-?e <br />of C. E. I. stated that neighbors will not be able to see equipment. Mr. <br />Crabs asked about height of towers and wes told they will be 85 ft. Mr. <br />Brookins asked what will he see from his back yard. Mrs. Fian moved to grant <br />Special Permit 1133.09 with the following recommendations to be considered: <br />l. That the walls be sufficiently high for obstruction of view of transformers. <br />2. Before 132 K. V. are extended Council permission must be obtained. <br />3. There must be landscaping of spruce and pine. Mr. Berglund seconded and <br />the motion passed. <br />5. Appellant: John J. Olayas (Representing Matlierson Bldg.
