Ms. Meredith moved, seconded by Mr. Rerko, to recommend the reduction of the required <br />side yard setbaclcs to what is shown on the site plan, which was approved 4-0. <br />Ms. Meredith moved, seconded by Mr. Malone, to approve the proposal for CMS12-16: <br />Apartments at St. Richard of 26855 Lorain with the following amendments: <br />1. HVAC units will be grouped in fours and buffered with additional landscaping and <br />mounding; relocate some of the units away from the residential neighbor <br />2. Substitute Norway spruces for white pines throughout the site and eliminate one tree <br />near the bike rack for a total of three spruces <br />3. Remove ash trees along Country Club Blvd and replace with linden, pear or maples <br />4. Include landscaping in the bioretention area and submit for administrative approval <br />5. Preserve the neighbor's tree to the south that overhangs the property during <br />construction <br />6. Extend decorative fencing along the south property line <br />7. Move the cross access gate north to facilitate turn arounds on site; ensure the driveways <br />of the senior development and church property are properly aligned <br />This approval is conditioned upon the approval of the amendment to the schooUchurch <br />site, the submission of a cross access agreement, and the submission of a lot split and <br />consolidation plat. Motion was approved 4-0. <br />CMS12-18: St. Richard Church; 26855 Lorain <br />Proposal consists of amendments to the approved site plan including parlcing and access. Note: <br />Variances are required. <br />Ms. Wenger said the proposal consists of amendments to the approved development plan for the <br />St. Richard Church property. Changes include a reduction and reorientation of parking and the <br />addition of a curb cut onto Country Club Boulevard. Both curb cuts will be fiill access. Lighting <br />will be relocated within the parking lot. A photometric plan must be submitted for the revised <br />lighting. A variance is required for parking. Total parking available for the church will be 229. <br />For places of worship, code requires one parlcing space per 2.5 seats in the assembly room. For <br />church capacity of 750, required parking would be 300. At this capacity, a variance of 71 <br />parlcing spaces would be required. Currently, total parking is about 294; 65 church parlcing <br />spaces will be lost. This is about equivalent to losing the last three rows of parlcing in the lot as <br />currently designed. <br />Ms. Staab said the church hall capacity is 750 and the loss of spaces would not significantly <br />impact the church. She reviewed attendance figures over the past two years. The Commission <br />discussed the parlcing configuration and requested clarification from the applicant on number of <br />spaces, drive aisle alignments and access. The Commission requested Fire Department input on <br />the requirements of a fire lane. Ms. Sergi was concerned about traffic flow on site for parents <br />dropping off and piclcing up students as well as the queuing of buses.
