.4 <br />PLANNING & DESIGN COMMISSIOlV <br />CITY OF NORTH OLMSTED <br />MINUTES FOR MARCH 28, 2012 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Ralph Bohlmann, Don Rerko, Robert Parry, Mark Mahoney <br />Absent: Melissa Meredith, Julie Nader <br />Staff: Planning & Developinent Director Kimberly Wenger, Law Director Michael Gareau, <br />Building Commissioner Dale Mitchell, Assistant Building Commissioner James <br />McReynolds, Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Bohlmann, to approve the Planning and Design <br />Commission minutes of March 14, 2012, which passed 5-0. <br />NEW BUSINESS <br />CMS12-05 Mother Hubbard's I)aycare; 4991 Dover Center Road <br />Representatives: Angie Hubbard and Clifford Ulewicz <br />Ms. Wenger said the proposal is for a conditional use permit for a daycare center in the General <br />Retail District. She said Chapter 118.03 general criteria and standards must be met. While at the <br />site she noted the existing bushes along the drive were overgrown and created a safety hazard as <br />visibility is limited therefore they should be cut back or removed. <br />Ms. Hubbard said her business will be a Type A daycare which allows up to 12 children at any <br />given time from ages 6 months to 12 years. She has held her professional certificate for over 14 <br />years and the daycare will be open Monday thru Friday 6:00 am to 11:00 pm. The northeast area <br />will be fenced in for a play area. Mr. Malone said to alleviate the visibility concern the existing <br />bushes should be removed and replaced with low growing junipers. Mr. Parry aslced if the fence <br />would be in front or behind the bushes in the play area and Ms. Hubbard said it would be <br />installed so the bushes are outside the play area. Parking and traffic circulation was discussed. <br />The commission preferred the flow of traffic pattern follow the site plan submitted. The plan <br />shows painted arrows at both ingress/egress points however the commission encouraged the <br />applicant to seek a variance to install directional signs. The commission strongly recommended <br />BZA grant a variance for directional signs to ensure safe traffic flow. Mr. Ulewicz said both <br />drives were wide enough for two-way traffic and he would replace the bushes with grass. Mr. <br />Malone said the commission will require low growing junipers be used to replace the bushes. <br />Mr. Malone moved, seconded by Mr. Mahoney, to recommend Council grant a conditional <br />use permit to CMS12-05 Mother Hubbard's Daycare of 4991 Dover Center Road, having <br />found the proposal meets the criteria listed in Chapter 1118.03, and further contingent
