PLANNING & DESIGN COlVIMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF FEBRUARY 22, 2012 <br />ROLL CALL <br />Ms. Meredith called the meeting to order at 7:03 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Melissa Meredith, Greg Malone, Julie Nader, Mark Mahoney, Robert Parry, Ralph <br />Bohlmann <br />Absent: Don Rerlco <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, Building Coriunissioner Dale Mitchell, Assistant Builciing Commissioner <br />James McReynolds, Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Ms. Meredith moved, seconded by Mr. Malone, to approve the Planning and Design <br />Commission minutes of January 25, 2012, which passed 5-0 Mahoney abstained. <br />NEW BUSINESS <br />CMS11-18: GetGo Convenience Store; 27208 Lorain Road <br />Representative: Todd Waldo, Giant Eagle, Inc. <br />Ms. Wenger said the project consists of amendments to previously approved development plans <br />expanding the building to just over 3,600 feet. The building remains within the setback variance <br />granted. The required cross access agreement was submitted by the applicant. The commission <br />was concerned the rear of the building faced a prominent intersection and hoped once it was <br />expanded more attention to architectural details would be added to the Lorain and Dover Center <br />elevations. She said Mr. Rerko had significant concerns regarding the south and east faces of the <br />building and noted improved building materials were not incorporated as requested. The <br />previous plan included green space and exterior seating along the north elevation and is now <br />shown as 14 feet of concrete. The north needs to be enhanced with planters, seating areas, bike <br />racks or other eleinents to brealc up the starlcness of tlie concrete and block building. To address <br />circulation concerns the ability to drive tluough or under the canopy was eliminated. Without <br />approval an air pump island along the south edge of the parking area was installed. The proposal <br />originally contained lighting levels exceeding code along the building entryway and beneath the <br />canopy. At that time the applicant assured the commission lighting levels would meet code yet <br />they do not. If lighting is not brought into compliance variances are required. <br />Mr. Waldo said the building was enlarged and an outdoor seating area added to the north side of <br />the building which includes a bike rack. The new space will include a coffee/beverage area, a <br />sub shop and a 12 seat Wi-Fi internet cafe. The alterations have met all the requirements and <br />recommendations of the original approval. Additional landscaping was added and plant sizes <br />increased. The average foot candle of the site is 5 fc and the fuel canopy was previously
