PLANNING & DESIGN COM1VIISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF JUNE 12, 2013 <br />ROLL CALL <br />Chairman Malone called the meeting to order at 7:00 pm in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Greg Malone, Julie Nader, David Anderson, Rosemary Walker, Ralph Bohlmann, <br />Don Rerko, Paul Schumann <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, City Engineer Petro DiFranco, Building Commissioner James <br />McReynolds, Clerk of Commissions Donna Rote <br />REVIEW ANI) CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commassion minutes of May 22, 2013, which passed 7-0. <br />NEW BUSINESS <br />CMS13-15: North Olmsted Citv Schools, 27253 Butternut Ridge Road <br />Representatives: Joseph Zalenski, David Louis, Michael McDade <br />Ms. Wenger said the proposal consists of demolishing the existing Middle School Annex and <br />restoring the site with parking, landscaping and other site improvements. The site is a <br />contributing property to the Butternut Ridge Historic District. Due in large part to its poor <br />condition, the applicant received a Certificate of Appropriateness from the Landmarks <br />Commission to demolish the building conditioned upon a conceptual plan for site improvements. <br />The development plan is substantially similar to the conceptual plan approved by Landmarks <br />with a few minor differences. Once the building is removed, the area will be planted with <br />landscaping and parking in line with the Middle School's front setback. No impervious surface is <br />being created as the parking lot will end at the current edge of pavement to the south. Pavement <br />and parking on the east side of the property adjacent to the neighboring residence will be cut <br />back, resurfaced and striped. One of the two curb cuts serving the site will be removed and the <br />remaining driveway will be reconfigured to improve the flow of traffic. Unlike the conceptual <br />plan approved by Landmarks, there will be no connecting drive between this parking area and <br />the Middle School parking lot. Landscaping will be added along the eastern property line to <br />buffer neighboring residents and a landscape bed added to screen the parking lot from the north. <br />Additional landscaping will be installed along the eastern property line of the administrative <br />building. A feature walkway will be added from the sidewalk to the front door of the Middle <br />School. The salvaged stone Butternut Ridge School sign will be relocated inside the proposed <br />circular walk, constructed of brick pavers as will the existing Middle School sign. Mr. DiFranco <br />said although continuous concrete curbs are required he is in favor of an exception as existing <br />topography grades toward the interior of the parcel and additional pavement is being removed.
