PLANNING & DESIGN COMIVIISSION <br />CITY OF NORTH OLMSTEI) <br />MINUTES OF MAY 8, 2013 <br />IaOLL CALL <br />Chairman Malone called the meeting to order at 7:00 pm in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Greg Malone, Julie Nader, David Anderson, Rosemary Walker, <br />Absent: Ralph Bohlmann, Don Rerko <br />Staf£ Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, Clerlc of Commissions Donna Rote <br />ItEVIEW AND CORIZECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of Apri124, 2013 which passed 4-0. <br />NEW BUSINESS <br />CMS13-09 McDonalds: 27322 Lorain Road <br />Representatives: James Ptacek, architect; Dave Gnatowski, McDonalds construction manager; Steve <br />Payne, McDonalds owner/operator <br />Ms. Wenger said the proposal is to divide a portion of land from Water Tower Square Plaza and <br />attach it to McDonald's property to accommodate a second drive through station to the rear of <br />the building. No building changes are proposed but landscaping and pavement alterations will <br />be made. A shed enclosure will be added. The original photometric plan required variances, <br />however a new photometric plan submitted complies with code. New signs include a welcome <br />point double arm sign, secondary menu board, secondary order here canopy all of which require <br />variances for the number of signs and spacing of ground signs. Although the number of signs is <br />increasing, the total square footage allowed for the lot is not exceeded. Area variances required <br />consist of a 3.5' variance for rear yard setback, and a 4.5' variance for east side yard setback. <br />Lot split and consolidation of land acquired from Water Tower Square is part of this project. <br />Mr. Ptacek said when the building was remodeled in 2010 the land was not available therefore the <br />proposal was put on hold. The dumpster enclosure will remain in the northwest area of the lot and a <br />brick utility shed added. There will be no updates to the building or the existing landscaping along <br />Lorain Road. New landscaping will include washed river gravel with boulders mixed in and plants <br />will match those within the beds along Lorain Road. A new landscape island has been added <br />between the two ordering aisles. The new signs include the ordering board which is being changed <br />from a single to double arm board and a directional sign. The total square footage of signage being <br />added is 55.7square feet. The latest photometric plan eliminated lighting along the curbing and the <br />gooseneck lights re-angled with lower wattage halide lights. Mr. Ptacek said minor light changes <br />may be made to ensure their customers and employees are safe in the parking lot.
