Sandi Pinardo lives on West 230th and had concerns with water runoff, an existing sign impeding <br />the line of site at the intersection and the view of the back of the building. She requested the <br />back of the site be fenced in or landscaped to minimize the visual impact. She asked about the <br />hours of operation and the number of signs proposed. Mr. George said all existing signage will <br />be removed and new signage will meet code. He is not sure how his client can address the rear <br />landscaping as the parking lot belongs to the restaurant not his client. Mr. Harb said hours of <br />operation would be 8:00am to 6:00pm throughout the week. Ms. Pinardo is concerned being <br />open seven days a week will adversely impact the abutting neighbors. Mr. Harb said the rear area <br />is very narrow and a fence would impede emergency vehicle clearance required. <br />Mr. Malone read the general criteria and standards for a conditional use permit. Commissioners <br />believed the proposal met the requirements of the conditional use permit. Mr. Harb said the <br />existing enclosure has a brick perimeter to contain possible oil spillage and asked if there could <br />be two dumpster enclosures which the commission preferred. <br />Mr. Malone moved, seconded by Mr. Bohlmann to recommend Council grant a conditional <br />use permit to CMS13-02 Auto Repair Service of 23055 Lorain Road with the following <br />conditions: <br />1. Burning bushes will be eliminated & replaced with itea or Korean spice viburnum. <br />2. Spirea will be eliminated & replaced with old gold juniper or other medium height <br />juniper. , <br />3. A new landscape island will be installed at the northwest corner & approved <br />administratively by the Planning Director. <br />4. All existing lighting fixtures will be removed except the fluorescent lights under the <br />eaves which are to be repaired. <br />5. The existing dumpster enclosure will be repaired & an additional board on board gated <br />enclosure will be added to house tires & other items for disposal. <br />The commission request the city engineer conduct an inspection of the standing water. <br />Motion passed 5-2. <br />CMS13-07 Ganlev Honda; 25796-25870 Lorain Road <br />Representative: Joel Copley, Janotta & Hemer Inc. <br />Proposal consists of consolidating seven individual parcels identified as PP#: 232-34-003 <br />(0.357ac.), 232-34-004 (0.839ac.), 232-34-005 (0.531ac.), 232-34-006 (0.499ac.), 232-34-007 <br />(0.326ac.), 232-34-090 (1.066ac.) and 232-34-102 (0.845ac.) into Consolidation Parcel "A" <br />totaling 4.4641 acres, zoning is General Retail. Ms. Wenger said the applicant is consolidating <br />their lots as a condition of development plan approval. Mr. DiFranco said with the minor <br />corrections complete he recommended approval. <br />Mr. Malone moved, seconded by Ms. Walker, to approve CMS13-07 Ganley Honda; 25796- <br />25870 Lorain Road their request to consolidate seven individual parcels identified as PP#: <br />232-34-003 (0.357ac.), 232-34-004 (0.839ac.), 232-34-005 (0.531ac.), 232-34-006 (0.499ac.), <br />232-34-007 (0.326ac.), 232-34-090 (1.066ac.) and 232-34-102 (0.845ac.) into Parcel "A" <br />totaling 4.4641 acres, zoning is General Retail.
