<br />BOARD OF ZONING APPEALS <br />CITY OF NORTH OLMSTED <br />MINUTES OF NOVEMBER 3, 2014 <br />ROLL CALL <br />Ms. Rudolph called the meeting to order at 7:02 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: ' Jennifer Rudolph, Michael Raig, Bob Papotto, Laura Bellido, Eric Allain <br />Staff: Law Director Michael Gareau, Building Commissioner Jeffrey Grusenmeyer, Assistant <br />Building Commissioner Daniel Russell, Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Raig moved, seconded by Ms. Rudolph, to approve the minutes of September 8, 2014 <br />and October 6, 2014 which passed 5-0. <br />RESIDENTIAL APPELAS AND REQUESTS <br />App14-2122 Eric Ford; 25915 Kenneclv Ridge Road: <br />Proposal consists of a new detached garage and the following variance is requested: A 12 ft. <br />variance for a 576 sq. ft. detached garage distance from a dwelling on the same lot; code <br />requires 15 ft. separation, applicant shows 3 ft., Section 1135.02(c)(2). <br />The oath was administered to Eric Ford. He would like to build a new garage which will be <br />placed 3 feet from his home. He was advised by contractors not to attach the garage to the home. <br />However he would like the garage as close to the home as possible. The building department <br />advised him that if approved the garage would have to be dry walled and meet fire code <br />requirements which he will do. Mr. Allain questioned the reasoning behind the advice the owner <br />received. Mr. Ford said the garage would be required to be tied into the home's roof line and <br />additional foundation work which is very expensive. Ms. Rudolph questioned the way the garage <br />would be placed in front of the home and the impact it would have. Mr. Ford said the cost and <br />work involved to attach it is more then he wants to pay. He would like to have the garage as <br />close to the home as possible without attaching it. Mr. Papotto said he didn't thinlc it would look <br />bad from the street but there will be a 3 foot alley between the home and garage which could be <br />problematic. The site has ample room to meet code if the garage is going to be a detached <br />garage. Mr. Raig said it's not a small lot and can accommodate an attached or detached garage <br />placed to code. There has been nothing presented to substantiate why the garage can't meet the <br />zoning requirements. Mr. Allain said there has been no evidence presented from the <br />professionals which advised the owner to not attach the garage. Ms. Rudolph said the garage as <br />proposed would change the character of the neighborhood. There is adequate land and multiple <br />options available to construct either an attached or detached garage to code. <br />Mr. Raig moved, seconded by Ms. Rudolph, to grant App14-2122 Eric Ford of 25915 <br />Kennedy Ridge Road his request for a new detached garage and grant a 12 ft. variance for
