<br />BOARD OF ZOloTING APPEAI,S <br />CITY OF NORTH OLMSTED <br />MINUTES OF JULY 7, 2014 <br />ROLL CALL <br />Mr. Raig called the meeting to order at 7:20 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Michael Raig, Laura Bellido, Eric Allain, Bob Papotto <br />Absent: Jennifer Rudolph <br />Staff: Assistant Law Director Bryan O'Malley, Assistant Building Commissioner Daniel <br />Russell, Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Ms. Sellido moved, seconded by Mr. Papotto, to approve the SZA rninutes of June 2, 2014, <br />which passed 3-0.1VIr. Papotto abstained. . <br />RESIDENTIAL APPEALS AloTD REQUESTS <br />APP14-875: Marlc Smeiraldi; 23296 Alexander Rd <br />Proposal consists of a new home addition. The following variances are requested: <br />1. A 3 foot variance for side yard setbaclc of home; code requires 5 ft., applicant shows 2 ft.; <br />section 1135.07(a). <br />2. A 6 foot 7 inch variance for total combined side yard setbacks of a residence with an attached <br />garage, code requires 15 ft., applicant shows 8 ft. 5 in., section 1135.07(a). <br />Note: BZA granted postponement 6/2/14. <br />The oath was administered to Mark Smeiraldi. He would like to build onto the baclc of the <br />property as he currently lives on Clifford Dr. and his sori lives in the home on Alexander. The <br />reason for the addition is due to his mother-in-law living with them on Clifford Dr. He is <br />seeking approvals now so they can finalize the plans and construct the two story addition in <br />2015. The original ranch home will be used as an in-law suite and he and his wife will live in the <br />addition. The two homes will be connected by a breezeway and share the garage. The variance <br />is required as the property is long and narrow with neighboring homes having staggered <br />setbacks. The garage will be two feet off the property line and five feet is required. Mr. Russell <br />said he has no objections a.nd explained the combined distance of both side yards are required to <br />total 15 feet. Mr. Allain said it appeared the garage is being shifted towards the side yard and <br />asked why the garage isn't further back to accommodate area requirements. Mr. Smeiraldi said <br />the architect said a two car garage could not be constructed to meet code requirements and cost <br />factors prohibit moving it further baclc. Mr. Allain aslced if the owner wish to postpone the case <br />until his contractor could be present as there appeared to be no tiine constraints. Mr. Raig said <br />the unique shape and length of the lot made it difficult for an addition and a two car garage to be <br />constructed. Ms. Bellido said due to the narrowness of the lot the garage would have to be <br />moved so far back on the property to meet code it would render the garage useless. Mr. Raig and <br />Ms. Bellido didn't feel the addition and garage would adversely impact the neighborhood.
