?. <br />-? . <br />Service District include automotive facilities, hotels and motels, restaurants, auto sales and rental <br />agencies, bus stations and garages, recreational and sporting facilities, printing and communications <br />centers, and convention facilities. Only one other properiy in the City of North Olmsted is zoned for <br />Motorist Service, the Soccer Sportsplex, which is directly across the street from the subject parcels <br />and owned by the applicant. <br />The parcels in question are on the north side of Lorain Road, partially abutting the North <br />Olmsted/North Ridgeville boundary. They include an existing commercial building and two former <br />single family residential homes, which were in poor condition and have recently been demolished. <br />The proposed rezoning area would leave a small triangular 3/4-acre area of vacant land to the west <br />(PPNs 234-02-001 and 234-02-002) that would remain Limited Industry. Should the Commission <br />recommend approval of the rezoning to Motorist Service, Ms. Wenger recommended that area of <br />land be included as well as the westernmost, isolated, Limited Industrial zoned one-acre parcel on <br />the south side of Lorain Road which is Fuzzy's restaurant. This use is nonconforming in Limited <br />Industry, but permitted in Motorist Service. <br />Ms. Wenger advised the Commission to consider the Master Plan in relation to the proposal. In the <br />land use chapter, the question is asked, "Does the industrial zoning on the western edge continue to <br />be supportable, or should some of these areas, especially where vacant land exists, be rezoned to <br />other uses?" The Plan never fully answers this question in relation to the parcels that are proposed <br />for rezoning. However, in considering the intent of the district, it is described that it was created to <br />provide development opportunity near highway interchanges. With the proximity of the Lorain <br />RoadlI-480 interchange and surrounding industrial zoning, this would appear to be an area that <br />could be appropriately considered for rezoning to Motorist Service. Engineering had no concerns <br />with the rezoning or lot consolidation. <br />Dale Schmidt, the property owner, expressed his belief that the rezoning would promote <br />development in that area of the City. Mr. Rerko asked if there would be any adverse impact of <br />rezoning the additional parcels to the west. Ms. Wenger said she believed the Motorist Service <br />district was a more appropriate classification given the nature of development across the border in <br />North Ridgeville and that it would have no negative effect. Gary Simecek, representative of the <br />adjacent property owner to the west, indicated they had no objection to the rezoning and indicated <br />they had no plans to develop the land. <br />Mr. Malone moved, seconded by Ms. Nader, to approve the proposed lot consolidation, which <br />was approved 5-0. _ <br />Mr. Malone moved, seconded by Mr. Rerko, to recommend rezoning of parcels currently <br />identified as PPNs 234-02-003 (1.81 ac.), 234-02-004 (0.32 ac.), 234-02-005 (0.32 ac.), and <br />234-02-014 (0.59 ac.), as well as 234-02-001, 234-02-002 and 234-08-007 (property known as <br />Fuzzy's). Motorist Service zoning will be consistent with the uses in the area including <br />those in the adjacent community and will enhance development opportunities on the west <br />end. Motion was approved 5-0.
