PLANNING & DESIGN COMMISSION
CITY OF NORTH OLMSTED
MINUTES FOR JANUARY 22, 2014
ROLL CALL
Chairman Malone called the meeting to order at 7:00 pm in Council Chambers and led the
Pledge of Allegiance.
Present: Greg Malone, Julie Nader, Don Rerko, Paul Schumann
Absent: David Anderson, Ralph Bohlmann, Rosemary Walker
Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan
O'Malley, City Engineer Pietro DiFranco, Clerk of Comrnissions Donna Rote
REVIEW AND CORRECTION OF MINUTES
Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design
Commission minutes of January 8, 2014 which passed 4-0.
NEW BUSINESS
CMS 13-42: Kensington Court Apartments; 23307 Lorain Road
Representative: Ronald Kluchin
Ms. Wenger said the proposal consists of constructing a community building, a new pool and site
improvements. The parcel is split zoned with the maj ority zoned General Retail Business and a
small triangular portion at the rear zoned Single Residence C. The proposed improvements cross
this zoning boundaxy. A conditional use permit is requested for recreational facilities in a
residential district as are variances to encroach into the side and rear yards. Chapter 1118
governs general criteria for conditional uses and special conditions for specific uses which the
commission would need to review. The existing pool will be demolished and replaced with
landscaping and parking. The proposed community building will be approximately 2,500 square
feet in size and will be constructed of split face block to complement the existing buildings. It
will have an asphalt shingle roof with a decorative cupola with a metal roo£ A 6-foot black
aluminum fence will surround the pool and attach to the building. Most of the existing trees will
be removed therefore significant additional plantings were recommended to buffer neighboring
residents. An 8-foot board on board fence is also shown outside the drainage ditch alorig the rear
with an access gate to maintain the area. Fences cannot exceed 6 feet in residential districts, so a
2 foot height variance is requested. Landscaping will be added to the south of the proposed pool
and community building. A new wood dumpster enclosure will be located to the west of the
community building and some parking will be realigned to provide better traffic flow.
Mr. DiFranco said the proposal disturbs less than 1/z acre therefore neither stormwater
management quantity or quality is required. He said the required 25 foot setback of the riparian
ordinance was followed and no changes should be made in this area to ensure the setback is
maintained.
