PLANNING & DESIGN COMIVIISSION <br />CI'I'Y OF NORTH OLMSTED <br />MINUTES FOR JULY 9, 2014 <br />ROLL CALL <br />Chairman Malone called the meeting to order at 7:00 p.m. in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Greg Malone, Rosemary Walker, Don Rerko, David Anderson, Julie Nader, Ralph <br />Bohlmann <br />Absent: Paul Schumann <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, City Engineer Pietro DiFranco, Assistant Building Commissioner Daniel <br />Russell, Clerk of Commissions Donna Rote . <br />REVIEW AND CORRECTION OF 1VIINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to appa-ove the Planning & Design <br />Cotrflmission minutes of June 2, 2014, which passed 5-0. <br />NEW BUSINESS. <br />CMS14-1146: Poneyes; 26170 Lorain Road <br />Representatives: owner Anthony Smith, architect Almen Turner <br />Ms. Wenger said the proposal consists of building modifications for a drive through restaurant. <br />The existing briclc on the building will be preserved. The existing entry roof element will be <br />removed, and small pop ups will be added along both street frontages. The existing EIFS will be <br />painted gold and a faux balcony element added to the east side of the building. Existing canopies <br />will be replaced with red standing seam metal awnings and green gooseneclc lighting. Parlcing <br />configuration will change slightly as the spaces along Lorain will shift in angle to require one <br />way circulation. The existing north side pick up window will become an active drive through <br />window. The landscaping will be brought back to the original approved plan including replacing <br />missing or dead plants. New landscaping will be added at the drive through. Variances are <br />required for signage: four wall signs are proposed, two are permitted as the lot fronts on two <br />streets. Four ground signs are proposed, one is permitted, however two directional signs were <br />previously approved. Ground signs include the monument sign, two directional signs at curb <br />cuts and the menu board. She believed eight signs are excessive for a 2,500 square foot building, <br />given that the applicant still retains rights to window signage, canopy signage and teinporary <br />signage under the Zoning Code. She recommend redi_icing the number of wall signs and <br />eliminating one of the directional (Canterbury preferred) to accommodate the menu board. Mr. <br />DiFranco said there could be additional sanitary tap-in and trap inspection fees. <br />Mr. Smith said they will preserve the brick exterior and establish the new identity by infusing <br />some of Popeye's design elements. The entrance cap will be removed and new popups added <br />along the west and south elevations. The stucco will be painted following the color samples
