PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF AUGUST 13, 2014 <br />ROLL CALL <br />Vice Chair Nader called the meeting to order at 7:05 p.m. in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Julie Nader, Don Rerko, Rosemary Walker, Ralph Bohlmann, Paul Schumann <br />Absent: David Anderson, Greg Malone <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, City Engineer Pietro DiFranco, Assistant Building Commissioner Daniel <br />Russell, Clerlc of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Ms. Nader moved, seconded by Mr. Rerko, to approve the Planning & Design Commission <br />minutes of July 23, 2014, which passed 4-0 with Ms. Walker abstaining. <br />NEW BUSINESS <br />CMS14-1459: Retail Development; 26324 Lorain Road <br />Representative: Brian Fabo and Kyle Davis of Fabo Enterprises <br />Ms. Wenger said the applicant proposes a cliange of use for the existing Buy Backs store to a <br />furniture store which will involve building fagade changes and site improvements. Changes <br />include retaining the existing brick building and removing the green metal mansard roof, <br />replacing it with a band of Nichiha panels and EIFS with metal. coping. A metal canopy will <br />cover the entrance. Details regarding color selections for the exterior finish schedule are <br />required. All new landscaping is proposed throughout the site and additional greenspace has been <br />added to the front of the property, including brickscape in the tree lawn area. A water quality <br />element along the northwest area is shown, but not required by code and could be greenspace <br />instead of a rock bed. A new composite fence is proposed along the rear property line however <br />specificatioris should be provided. The parking and drives will be completely reconfigured for a <br />more logical circulation pattern and the proposed parking for the furniture store is sufficient. A <br />new exit only driveway onto Silverdale Road is shown, which would allow customers and <br />delivery traffic to more easily access the Lorain Road stop light. Engineering recommended <br />adding a do not enter sign at the exit drive along Silverdale. There will be a wood trash enclosure <br />in the northeast corner of the site. New lighting includes three wall packs and three under canopy <br />lights. Four pole lights are shown which requires details including mounting height, exterior <br />finish and base details. A new ground sign is shown, with a brick base to match the building. <br />Variances are requested for front yard parking/drive setback and west side parking/drive setback. <br />A loading space is required but not provided. A portion of the property was rezoned from Single <br />Residence B to General Retail Business in 1990. As part of the rezoning, City Council required a <br />declaration of restrictions to be attached to the legislation that expressly prohibited access from
