?... <br />the property to Silverdale Road. The third section of the document describes the procedure for <br />amending, terminating or modifying the restriction. City Council must approve any change by <br />majority vote and there is a two weelc notice provision to surrounding property owners. <br />Mr. DiFranco said a boundary survey is required and stormwater management is not required <br />due to the minimal amount of land being disturbed. Complete paving and continuous curbing is <br />proposed. Mr. O'Malley advised that the deed restriction was not before the commission <br />however they should review the traffic pattern, site circulation and whether or not the drive <br />would have a negative impact on the street. <br />Mr. Fabo presented a color sample sheet which showed the colors of the materials to be used. <br />Ms. Wenger said although the submittal identifies the materials it doesn't call out the colors <br />which is required. Mr. Fabo said the proposed driveway to Silverdale is a requirement of the <br />proposed tenant. It lines up with the west neighbor's driveway to ensure vehicular headlights <br />won't shine into neighboring windows. The new driveway will be exit only and the front was <br />redesigned with one ingress/egress drive. Interior parlcing and traffic patterns were redesigned <br />for safer circulation. Landscaping throughout the site will be improved and brickscape added <br />along Lorain. An exit only sign will be added to the northwest driveway as well as pavement <br />painted exit only signs. The building's existing brick is in good condition, changes to the <br />building include reinoving the green mansard canopy and replacing it with a more contemporary <br />design using wood pattern Nichiha panels and an EIFS panel for the tenant's wall sign. The color <br />palette chosen will work well with the tan briclc. To minimize the visibility of the east elevation <br />dense landscaping will be added to soften the appearance. Ms. Walker said she liked tlie <br />proposed landscaping. Mr. Bohlmann asked if the fence along the baclc of Arby's would be <br />addressed and Mr. Fabo said they believe the fence belonged to Arby's. Mr. Bohlmann and Ms. <br />Nader felt the extended southwest curbing at the Lorain entrance should be rounded and <br />shortened so it doesn't become a maintenance issue. Mr. Bohlmann asked if the existing lighting <br />would be reused and Mr. Fabo said both the building and site lighting will be new. Mr. <br />Bohlmann said detailed cut sheets for lighting needed to be submitted. <br />Mr. Bohlmann said there was quite an opposition to a curb cut from this site onto Silverdale in <br />1990 and he believes that if the drive is installed it will become a cut through and asked if a <br />study should be conducted. Mr. Fabo said their proposed tenant is concerned for the safety of the <br />vehicles exiting the site due to the heavy traffic along Lorain. Ms. Wenger said the location was <br />included in a recent NOACA traffic study due to the configuration and congestion of the area. <br />She feels the driveway would lessen the adverse impact to the area as vehicles could exit the site <br />to gain access to the Lorain/Silverdale traffic light safely. Mr. Bohlmann questioned the fence <br />height and style and said the dumpster enclosure should be vinyl fencing including the gates to <br />match the proposed fence. Ms. Walker said the roclc bed along the northwest is not needed and <br />should be replaced with landscaping. Ms. Nader said along the east elevation the coping stops <br />half way. Mr. Fabo said they would replace all coping which needs to be replaced along the front <br />and the landscaping is being used to buffer the view along the east elevation. Ms. Nader said the <br />recessed enclosure along the baclc of the building if used should have doors of some type and <br />remain closed. She aslced how deliveries would be made and Mr. Fabo said all delivery vehicles <br />would enter the site from Lorain Road pull to the back of the building and load through a single <br />man door. Mr. Bohlmann questioned if inventory would be brought to the store and Mr. Fabo <br />2
