PLANNING & 1)ESIGN COIVIMISSIOIV <br />CITY OF NOItTH OLMSTED <br />MINUTES OF SEPTEMBER 10, 2014 <br />ROLL CALL <br />Acting Chair Schumann called the meeting to order at 7:05 p.m. in Council Chambers and led <br />the Pledge of Allegiance. <br />Present: Don Rerlco, Paul Schumann, David Anderson, Ralph Bohlmann <br />Absent: Greg Malone, Julie Nader <br />Staff: Planning & Development Director Kim Wenger, City Engineer Pietro DiFranco, <br />Clerlc of Commissions Donna Rote <br />REVIEW AND CORI2ECTION OF MINUTES <br />Mr. Schumann moved, seconded by Mr. Bohlmann, to approve the Planning & 1)esign <br />Commission minutes of August 27, 2014 which passed 4-0. <br />NEW SUSINESS <br />CMS14-1096: Clevelancl Auto Wash; 27100 Lorain Road <br />Representatives: John Waddell, Jason Laver <br />Ms. Wenger said the commission requested a site survey, additional plantings, brick pavers in the <br />right-of-way, utilities provided underground, and existing vacuums and mat racks removed. A <br />survey was subinitted which revealed that the fence along the west side of the building belongs to <br />the applicant aiid will be replaced with a 6' high almond color vinyl fence and the non-conforming <br />parallel parking spaces were removed. The survey showed existing trees, shrubs and grass along <br />the rear northwest entrance drive and unless they are in such poor condition they need to be <br />replaced, she recomtnend they be shown on the development plan and maintained. Sign variances <br />include two additional ground signs which are the pay stations located behind the building. A <br />variance for total sign face area is required due to the total square footage.of all signs. Area <br />variances include a west side yard setback of 6 feet and a variance to alter a non-conforming <br />building. She doesn't believe the variances are substantial and will assist in enhancing the site. <br />She reviewed the building official's report wluch requested detailed plans of any demolition <br />proposed. Although applicants agreed to remove the vacuums and mat racks they're still shown on <br />revised plans. He also recommended the commission review the condition of the existing dumpster <br />enclosure which is scheduled to remain. The fencing notes on the site plan need to be tnore detailed <br />regarding the height, distance and length of either side. A detailed sign package needs to be <br />submitted and the dimensions and location of the vacuum structures need to be shown on the plans. <br />If there are any lighting changes proposed, a photometric plan and cut sheets must be submitted. <br />Mr. DiFranco said the oil separator location and condition requires a visual inspection to ensure it is <br />functional. The new building addition requires a detailed plan showing all zoning setbacks. The site <br />plan should also include ownership of all abutting properties. At the previous ineeting the
