1) The gabled front of the garage is to be sided using shake shingles to match the home. <br />2) Remaining three sides of the garage will match the color and siding on the back of the <br />home. <br />3) The shingles on the garage roof will match those on the home in style and color. <br />4) The garage and driveway placement is to comply with code. <br />Motion passed 6-0. <br />OLD BUSINESS <br />Historic Recognition Program <br />Mr. Dubelko raised some concerns that the Historic Recognition Program in light of the formal <br />landmark process described in the codified ordinances. The recognition program requirements <br />appear to be somewhat similar to the landmark program requirements. Ms. Wenger said that the <br />recognition program was created by the Commission possibly because the landmark process <br />seemed daunting or that residents did not want to have restrictions requiring review processes <br />placed on their homes. It was a shortcut recognition process. Mr. Dubelko said he believes the <br />purpose of the ordinance was to give the city the power to say the structure is important to the <br />community and owning it makes you subject to landmark and historical district requirements. <br />Mr. Dubelko suggested the Commission create a Centennial Housing Program to recognize any <br />home in the city that reaches 100 years. The only criteria would be age of the structure. Ms. <br />Wenger said that Mr. Morse had touched on that possibility at the last meeting, as well. The <br />landmark status and historic recognition are similar enough to be confusing to the public; a <br />centennial program could be easily understood. <br />The Commission discussed how the program could work. The city could issue a certificate to any <br />centennial home owner. The owner could opt to pay for a centennial plaque for their home, so <br />the city would not bear the cost of plaques. Commission members felt this program would open <br />up recognition to a larger number of structures and address concerns from residents that <br />additional restrictions would be placed on their property. Mr. Schumann said there is significant <br />work required to research if a home is historically significant compared to dating a home and <br />recognizing its existence. Mr. Schumann asked if Council approval is required to change the <br />program and Ms. Wenger said the recognition program is currently not in Landmarks ordinance. <br />Mr. Schumann said if the commission changes the local plaque program perhaps the commission <br />should do a press release or send out a flyer to residents. Ms. Wenger said she has her SITES <br />student working on revamping the commission's design guidelines brochure which the <br />commission could send to homeowners within the historical district noting the change. Mr. <br />Dubelko said he would draft wording for the program. <br />Landmark Recoiznition <br />Seltzer and Knight-Biddulph landmark plaque ceremonies <br />Mr. Limpert said the committee met regarding a ceremony at the Seltzer home. They are looking <br />at Saturday, September 12, 2015 for the ceremony. They discussed using the NOMBL bus to <br />transport everyone to the event due to parking limitations at the site. The owners would like to <br />attach the plaque next to the east elevation entrance which is used as the main entrance to the <br />2
