sign. Mr. Rerko suggested that natural brick be used versus painting the brick which would <br />create a maintenance issue. He wants no temporary signage in windows in the future. Coping <br />should be corbeled out to show it is cap of the building. Mr. Rerko asked to change brick color <br />for mock windows to stand out more. Mr. Rerko cautioned against tree roots with fence on south <br />side and the illumination levels for the neighbors. Plant shrubs by south fence on Dollar General <br />side between trees to help cut down more noise and lights. Mr. Malone said that if building is <br />shifted forward, it would comply with rear yard setback and allow for more landscaping and <br />maintenance area. He noted that the Norway spruce trees on the south side of the building will <br />not be enough of a buffer when they are first planted and suggested planting autumn brilliance <br />service berries staggered between the spruce trees to provide a quicker buffer in the meantime. <br />Mr. Paulson said shrubs would be okay to add in and remove as trees grow. Dollar General <br />wants to have 2 fc in all areas of parking lot and therefore needs to be brighter on the face of the <br />building since building is set back so far. Ms. Wengei° said that entry walk illumination averages <br />to 17.7 fc and 5 fc are allowed. Ms. Wenger was concerned about difference between parking lot <br />illumination and brightness of building front. Discussion continued over different lighting <br />solutions with no conclusion. <br />Mr. Paulson stated there is existing access easement on parcel so the building is set back more. <br />Ms. Wenger suggested that the access easement be changed to allow movement of building <br />forward to increase rear buffer. Mr. Paulson thinks building could be shifted to add 7 more feet <br />of buffer in rear with adjacent property owner's approval. Ms. Nader clarified with Mr. Paulson <br />that the dumpster enclosure will be non-painted masonry, not board-on-board as depicted on one <br />of the pages submitted. Mr. Anderson concurred painted brick should not be used. <br />Kay Bowman, neighbor, expressed concerns about lighting, storm water, traffic, and visibility on <br />Clague Road. Jeff Sturgeon, neighbor, is concerned about storm water and parking issues. He <br />would like to see a traffic study done and to make the fence higher between the residential area <br />and the building. <br />Mr. Malone questioned Mr. DiFranco about storm water issues. Mr. DiFranco said storm water <br />issues should be reduced because of city code requirements. He said that the culvert was put in <br />by CVS and they are required to maintain it. There may be additional issues downstream that the <br />City will look at. All of the easements are private, not public. <br />Mr. Paulson said that trucks would enter from Lorain Road and Dollar General will work on <br />illumination and Clague visibility issues. They discussed possibly opening up the ditch and Mr. <br />DiFranco said it would be the preferred method to address storm water concerns. Commissioners <br />discussed fence height, and Mr. DiFranco was concerned about changing grade by adding a <br />berm. Ms. Wenger suggested forwarding to BZBA after discussing variances in next meeting. <br />Mr. Malone moved, seconded by Mr. Schumann, to recommend for approva115-4683 <br />Dollar General; PP# 237-09-005 variance for 14.6 foot variance for rear yard setback, which <br />is east property line, code requires 25 feet, applicant shows 10.4 feet, Section 1139.07.
