Motion approved 6-0. <br />15-4723 Starbucks; 27190 Lorain Road <br />Representatives: Jay Romer, Great Lakes Resources; Kyle Hartung, Goodman Group; Bryan <br />Hall, GPD <br />Ms. Wenger said this proposal consists of demolishing existing structures and constructing a new <br />Starbucks with drive through facility at the northeast corner of Lorain and Dover Center Roads. <br />The project involves two parcels, the corner lot and the lot to the north. Both properties are <br />zoned General Retail Business. The new building will be constructed of masonry in three colors <br />and includes an aluminum storefront system, metal overhangs, fabric awnings, and metal coping. <br />The trash enclosure will be non-painted brick to match the building with metal gates. The site <br />will have two full access curb cuts, one on Dover and one on Lorain, both located as far from the <br />intersection as feasible. Brickscape is provided for in the right of way along Lorain and along <br />Dover Center to the northern drive apron. The site will have all new pavement and concrete <br />perimeter curbing. Bike racks are provided along with pedestrian connections from the public <br />sidewalk to the storefront. <br />The site configuration does not leave much room for large green space areas; however the <br />applicant has done a nice job in greening up the corner which is currently all asphalt and <br />including another lawn area north of the building. Landscaping will be planted along the drive <br />through aisle to provide some break and softness between vehicles stacked and the sidewalk. <br />Landscaping will also help define a patio area south of the building and provide some additional <br />screening to the dumpster enclosure. <br />A combination of wall mounted and pole mounted lights are proposed. Building has requested <br />more information to determine zoning compliance. <br />Variances are requested for building setback (Dover Center frontage), side yard setbacks (both <br />east and west), parking and signage. The code requires a 75 foot building setback along Dover <br />Center Road, which would make the property impossible to redevelop. A yard setback of 20 feet <br />is required along Dover and 10 feet along the east property line. Meeting these setbacks would <br />be a challenge to construct a building with parking and drive aisles, a drive through would not be
