feasible. Parking does not meet code requirements but does meet Starbucks' xequirement for its <br />stores. Much patronage is expected to be drive through traffic, which would reduce the need for <br />parking. Also, our code requirements for parking are excessive, especially if attempting to create <br />a more small scale, town center feel in this area. <br />The sign package shows four wall signs and five ground signs. Two wall signs and one ground <br />sign would normally be permitted. Three of the ground signs are the menu board, pre-menu <br />boaxd and order station. There is also a monument at the corner and a drive through sign at the <br />Dover curb cut to encourage traffic to enter there. The visibility of the building and the need for <br />drive through function dictate some additional number of signs, in Ms. Wenger's opinion. The <br />applicant has lived within their allotted signage per lot and per building. I;ot consolidation is <br />required and should be a condition of approval. <br />Mr. DiFranco stated that a site survey drawing shall be prepared and sealed by a licensed <br />professional surveyor. Development will occur on two separate parcels with different owners. <br />Evidence of approval from both owners shall be provided and lot consolidation is required. <br />Storm water quantity control is required and must be compared to pre-development conditions. <br />Existing water and sanitary connections shall be capped at the right-of-way. Additional <br />information on storm sewer is required for pover Center Road. <br />Mr. Hall will provide requested information from Engineering Department. Mr. Hall said the <br />parapet will be closed and a taller ladder will be obtained to provide roof access. Ms. Nader said <br />the elevations were tagged incorrectly. Building configuration does not match C-111. Mr. <br />Malone points out typo on L-1 and should be cultivar smargard. Commissioners discussed <br />possibly having Starbucks purchase small strip of land to the east but there were environmental <br />and budgetary concerns. <br />Mr. Malone moved, seconded by Mr. Rerko, to recommend approval for variances 1-6 for <br />15-4723 Starbucks; 27190 Lorain Road: <br />1. Information required for exterior lighting is incomplete. Fixture cuts and mounting <br />heights are missing. Variances may be required but cannot be determined at this time, <br />Section 1126.03(i) and 1161.12(c). <br />2. Variance for 20 parking spaces, 44 are required, 24 provided, Section 1161.05(r). <br />3. Building sideyard at Dover Center Road, 75 feet required, 16 feet provided, 59 foot <br />variance required, Section 1139.08(a) <br />4. Parking/drive sideyard at Dover Center Road, 20 feet required, 2.5 feet provided,17.5 foot <br />variance required. <br />5. There are 4 wall signs indicated; only two wall signs are permitted. A variance for two <br />additional wall signs is required, Section 1163.28(c). <br />6. There are 5 ground signs indicated, only one ground sign is permitted. A variance for four <br />additional ground signs is required, Section 1163.27(a). <br />Motion passed 6-0. <br />Mr. Malone moved, seconded by Mr. Rerko, to approve with modified parapet wall and <br />that Engineering comments will be addressed, conditioned upon lot consolidation and that <br />lighting compliance is shown. Motion passed 6-0.
