r . <br />? <br />PLANNING & DESIGN COlVIMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF SEPTEMBER 23, 2015 <br />ROLL CALL <br />Chairman Malone called the meeting to order at 7:05 p.m. in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Greg Malone, Paul Schumann, Don Rerko, Thomas Patton, David Anderson <br />Absent: Julie Nader, Ralph Bohlmann <br />Staff: Planning & Development Director Kimberly Wenger, Law Director Michael Gareau, <br />City Engineer Pietro DiFranco, Assist Building Commissioner Daniel Russell, Clerk of <br />Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Rerko, to adopt the Planning & Design Commission <br />minutes of September 9, 2015 as written, motion passed 5-0. <br />NEW BUSINESS <br />15-3787: Aloft Hotel; 25953 Great Northern Blvd. <br />Representatives: George Kimson, Aloft; Bob Fiala, TDA; Dennis Zanath, Snavely Construction; <br />landscape architect Jodi McCue <br />Ms. Wenger said North Olmsted's Zoning Map shows the parcel for this proposal is zoned One <br />Family Residence A however that's technically not the case. The City and applicant are bound <br />by a 1988 judgment entry and subsequent 1992 modification resulting from a lawsuit. The <br />judgment entry describes permitted property uses for this and other parcels in the subject area, <br />from Butternut Ridge Apartments to Moen. The current permitted use of this vacant parcel of <br />land is office. The applicant's proposed use of a hotel and (future) restaurant will require an <br />amendment of the judgment entry and legislative approval. The Planning and Design <br />Cominission and City Council will review and approve all aspects of the proposed development <br />plan. Once City Council approves a detailed development plan, it will become an exhibit to the <br />document. Due to the unique circumstance where there is not a base zoning district to evaluate <br />the proposal against, variances will not apply. The Commission is being asked to review and <br />approve the hotel and related site improvements. The restaurant is shown as a future concept to <br />be submitted at a later date. <br />Once parking and building setbacks are determined they will be written into the judgment entry. <br />Staff recommended front, rear and side yard setbacks of twenty-five (25) feet along the entire <br />perimeter, except fifty (50) feet along the southern property line which abuts apartments; and <br />front, rear and side building setbacks of fifty (50) feet along the entire perimeter, except seventy- <br />five (75) feet along the southern property line. The applicant meets all proposed building <br />setbacks and meets the yard setbacks along the south and west sides of the property; however the <br />north and east are slightly encroached.
