She recommends the 25 foot setback along A1 Moen drive <br />be maintained and the 1.6 foot encroachment be taken from the south 50 foot buffer. In terms of <br />parking requirements the number of rooms and conference spaces were considered. Staff felt <br />required hotel parking should be 148 spaces. The proposed parking is 206 striped and 20 <br />landbank which is sufficient for the hotel but depending on the size of the future restaurant <br />parking may need to be addressed. Poured in place curbing is provided except in one area in <br />which they are seeking approval for landbank parking where there will be future expansion. The <br />proposed dumpster area is positioned to handle both the hotel and restaurant. She recommends <br />that the entire service/dumpster enclosure area to be stone with wood gates. One main access <br />point is proposed from A1 Moen Drive with a secondary right-in, right-out curb cut onto Great <br />Northern Boulevard. Sidewalks along A1 Moen Drive frontage are required but the applicant <br />requests to install sidewalks to the proposed A1 Moen curb cut at this time and then continue the <br />sidewalks the extent of the frontage at the time the remainder of the parcel is developed. <br />Staff emphasized the use of landscaping to enhance curb appeal and properly buffer the adjacent <br />apartment complex. Landscape irrigation is required and is indicated. Although fencing around <br />storm water retention basins is proposed the details of the fencing is required, including height, <br />material, color, style, etc. Details of the hotel patio were requested at staff ineetings, but haven't <br />been provided. The photometric plan appears to meet lighting codes, including base and pole <br />heights and distances from residential property. Only one security light is labeled on the south <br />elevation and decorative ground mounted up lighting is shown on the north elevation but is not <br />called out anywhere. All building and security lighting should be detailed on the plans and <br />detailed cut sheets of all lighting fixtures submitted. The building consists of the ground floor of <br />stone and Prodema (wood appearing) material with upper stories of EIFS and metal panel on <br />upper stories at the northeast corner of the building. Cold cathode horizontal/band lighting is <br />shown on the north elevation only. Actual material/color samples and more detailed product <br />information are required. Both the east and west elevations show man doors which should match <br />the stone color and be identified on the plans. <br />Signage consists of two new ground signs, one at the .A1 Moen-Great Northern Blvd intersection <br />and one at the Great Northern Blvd right in-right out drive. Based on the recently submitted sign <br />package there will be 5 wall signs and the 2 ground signs. As the location is a corner lot and Al <br />Moen Drive is a public street, 2 wall signs and 1 ground sign would be allowed per code. <br />Mr. DiFranco said most of the engineering issues can be addressed during the design and review <br />process which takes place prior to permits being issued. A tree preservation plan is needed. A <br />wetland report is required for wetland delineation and the underground stormwater management <br />system requires an access manhole at the end of each run. The retention ponds should be designed <br />with sufficient depth, area, and aeration system to prevent stagnation. All wet retention ponds are to <br />be enclosed by a fence for safety. Although fences are shown schematically on the drawings the <br />location, type, height, color, and gate sizes are required to be listed and shown. Irrigation systems <br />are required for both wet ponds currently only one is shown. The ponds should have a safety bench <br />at the top minimum 25foot wide and only one pond is showing the bench. Both ponds are required <br />to include drain pipes for maintenance. A stormwater pollution prevention plan and post <br />construction BMP maintenance plan which includes annual inspections is required to be submitted <br />2
