prior to permits being issued. All utilities are to be underground and the transformer identified on <br />the plans. Drawings submitted for permits shall indicate storm and sanitary sewer pipe size, slope, <br />types, structures, sizes and surface casting types. The sanitary sewer lateral for future development <br />is to be removed as it would be installed at the time of the development. Future development <br />connections shall be at the right of way. ADA accessible signs and curb ramps shall be provided at <br />ADA parking spaces. <br />Mr. Gareau said the commission possesses the same authority as a recommending body as they <br />review the proposal as with all projects before them. Once the city reviews the proposal the city and <br />applicant will have to return to court to amend the judgment entry which is final for all parties. Ms. <br />Wenger explained the manner in which the project should be reviewed by the commission; once the <br />commission approves the development plan Council will then review the plan and adopt legislation <br />for stipulations for a modification to a judgement entry. <br />Mr. Kimson reviewed other Aloft locations in the region. The site chosen for the hotel is a good <br />proximity to the Cleveland airport and they will have shuttles to and from the airport. For the future <br />restaurant they are hoping to have a local chef with a brand image which could service the hotel <br />patrons as well as the local area. They have been in good standing with Moen since they built the <br />Moen building. The Star West brand requires the site to have an indoor pool. They will have the <br />standard "backyard" outside the pool area. They would like to have the pool room walls open up to <br />the backyard to make the pool have an indoor/outdoor feel in the seasonal months. They feel <br />occupancy rate the first year will be about 60% and then level out to about 75% occupancy. <br />Mr. Rerko asked what would take place in the transition area where the stone and EIFS meet. Mr. <br />Fiala said the stone and EIFS would have flashing between them. The entire first floor will be stone <br />along all elevations. They could run a reveal before it gets to the flashing to give more depth and <br />Mr. Rerko said he would prefer that. Mr. Fiala said the building lighting on the north elevation is <br />tube lighting in gold and blue and lighting does not reach the ground. There will be security lights <br />along the back as all security doors are required to have a wall pack. The man doors will be painted <br />to match the stone and the front doors are a metallic silver inside the window frames which are a <br />brand standard. Mr. Rerko asked if the windows would be clear glass with anodized aluminum <br />frames and Mr. Fiala said they are a silver metallic painted material. Mr. Rerko asked what type of <br />fence would be installed around the detention areas. Mr. Fiala said the detention area closest to the <br />hotel and restaurant will have a fountain; the fence will have a decorative wrought iron appearance. <br />The second detention system will have a bubbler and be surrounded by a vinyl coated chainlink <br />fencing with grasses planted to hide it. Mr. Rerko said both detention basins are to have black <br />colored fencing. He asked what would be on the patio and Mr. Fiala said there is usually fire pit and <br />lawn furniture on the patio. Mr. Rerko said cut sheets for all lighting fixtures are required and asked <br />what color the round shape front bollards would be. Mr. Fiala said they would be decorative <br />bollards but didn't have a specification. Mr. Rerko asked that the color of the bollards match the <br />building and asked if the decorative panel along the roof would be illuminated and Mr. Fiala said it <br />would be illuminated on two sides with a bluish light. The plan showed two rooftop signs but there <br />will only be one sign on the northem rooftop elevation. Mr. Rerko asked if the dumpster gates <br />would be plastic or wood and Mr. Fiala said they would be wooden gates 12 foot wide 6 foot high. <br />Mr. Rerlco asked if there would be rooftop units and Mr. Fiala said there would only be units for the <br />pool area and service area. <br />3
