Mr. Malone said the proposed landscaping plans are considerably improved since the first plan <br />reviewed. The deciduous tree sizes should be planted 21/z inch caliper, except the clump birch trees <br />as shown. The evergreen trees should be planted a minimum of 8 ft. The boxwood should be sized <br />to 24 inch. He noted a contradictory notation in the notes section and asked that note 5 be deleted <br />and note 3, 13 & 24 be corrected and include any changes are subject to the landscape architect and <br />the Planning and Design Commission. Mr. Malone asked if the applicant would agree to move the <br />project 1% feet to the south and Mr. Fiala said they would. They will follow all the city engineer's <br />recommendations and all dumpster elevations will be stone and will have wooden gates. To address <br />signage there will be a total of five wall signs (one rooftop Aloft) and two ground signs. <br />Moved, seconded by Mr. Schumann, to approve 15-3787: Aloft Hotel of 25953 Great <br />Northern Blvd. development plan with the following conditions: <br />1. The entire development is to be shifted 1'/Z foot to south to maintain a 25 ft setback along <br />A1 Moen Drive. <br />2. The three elevations of the dumpster enclosure are to be stone. <br />3. All engineering comments are to be addressed to the city engineer's satisfaction. <br />4. All the deciduous trees except the clump birch will be will be 2'/Z inch caliper in size. <br />5. All evergreens are to be planted a minimum of 8 ft in height. <br />6. The green velvet boxwood will be 24 inches in size. <br />7. General note # 5 will be removed from the plans and general note #14 will say shall govern <br />and that any landscape changes are subject to the Planning & Design Commissions <br />approval as well as the landscape architects. <br />8. Man doors will be painted to match the stone coYor. <br />9. The lighting fixtures will be gray as indicated by the applicant. <br />10. Fences for both detention areas will be black decorative fences. <br />Motion passed 5-0. <br />COMMUNICATION <br />Ordinance 2015-76 <br />An ordinance amending and Re-Establishing Chapter 1123 of the North Olmsted Zoning Code <br />entitled "Board of Zoning Appeals" in order to reconcile said chapter with an amendment to <br />Charter Article VII, sections 1 and 4. <br />Ms. Wenger said there will be a Charter amendment before the North Olmsted voters in <br />November to merge BBCA and BZA into one board instead of two. It will streamline the appeals <br />process by having any questions pertaining to building or zoning codes go before one board. If <br />the amendment passes other areas of the city codes need to be amended to reflect the change. <br />The chapters were reviewed to determine what changes/updates would be required. This <br />ordinance is one of four pieces of legislation that relate to the changes needed in the Codified <br />Ordinances, should the Charter amendment pass in November. <br />Zoning changes/updates take three readings for each piece of legislation; PDC review, a public <br />hearing before Council, and Council's review, none of which can be expedited; suspended or <br />passed on an emergency measure.
