6:00pm or later. He's researched what could be done and there is software available to find the <br />cars without all the noise, it's called RFID (radio frequency identification). Mr. Phillips said the <br />software is very expensive. Mr. Rerko said the program is a standard program for any type of <br />warehouse or storage facility to keep track of inventory. The Commission and staff discussed <br />jurisdiction over the noise issue. Mr. Malone asked that the neighbors' concerns be addressed. <br />Mr. Philips said he would try talking to all the workers to let them know they have to stop setting <br />off the horns to find vehicles. He noted that there are 18 service bays and unfortunately GM has <br />wired certain cars to require the horn be activated to check certain features and that can't be <br />deactivated. He will talk to the owner to let him know noise volume it is a major concern and <br />that it is to stop or the city will take steps to make sure it is addressed. However he can't <br />guarantee it will stop. Mr. Schumann said if the issue is not addressed Council will address the <br />neighbors' concerns through legislation. Mr. Phillips said once the expansion is done the <br />vehicles won't be so congested and easier to find. They are aware of the issue and they will be <br />more aggressive in abating the horn blowing. Mr. Rerko suggested prohibiting the use of remote <br />controls in the motion for the new area. Commissioners had no objections to the front parking <br />and rear setback variances required. <br />1VIr.1Vlalone moved, seconded by Mr. Schumann, to recommend BZA grant 15-4095;1bIorris <br />Cadillac of 26130 I,orain Road their variances as needed, which passed 6-0. <br />Mr. Malone tnoved, seconded by Mr. Bohlmann, to approve the development plans for 15- <br />4095; Morris Cadillac of 26130 Lorain Road, with the following conditions: <br />1. All of the City Engineer's requirements are to be nxet. <br />2. The 6 ft. tan vinyl privacy fence is to be installed along all residential property lines. <br />3. The applicant is to seek resident approval to remove ea:isting fencing and a-eplace it avith <br />new 6 ft. tan vinyl fencing. If unable to remove existing fences the new fence will be <br />installed 2 feet from the existing fences. The area between the fences will be maintained by <br />the applicant. <br />4. Instead of 6 ft. tall pinus abies/Not-way Spruce trees being installecl, Pinus Abies <br />Cupressina trees are to be installed a minimum of 8 ft. tall. <br />5. The NW light pole is to be removed and all lighting fixtures and levels are to meet code. <br />6.
