` <br />PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF JUNE 10, 2015 <br />ROLL CALL <br />Chairman Malone called the meeting to order at 7:00 p.m. in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Greg Malone, Julie Nader, Paul Schurriann, Thomas Patton, Ralph Bohlmann <br />Absent: Don Rerko, David Anderson <br />Staff: Planning & Development Director Kimberly Wenger, City Engineer Pietro <br />DiFranco, Assistant Director of Law Bryan O'Malley, Clerk of Commissions <br />Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Moved, seconded by Ms. Nader, to approve the Planning & Design Commission minutes of <br />May 13, 2015, which passed 5-0. <br />NEW BUSINESS <br />CMS15-3157 St. Richard/North Olmsted Middle School: 26855 Lorain Road <br />Representatives: North Olmsted City Schools Director of Business Services Michael McDade, <br />ThenDesign architect Jeffrey Henderson, and Father Charles Stollenwerk of St. Richard Church <br />Ms. Wenger said the Middle School will use the space previously used by St. Richard School <br />and modular units will be added to accommodate additional classrooms. Some site <br />reconfiguration will be needed including removing several trees, adding a covered walkway and <br />relocating a shed used by the church. St. Richard property is split zoned with the majority zoned <br />General Retail Business and a small portion at the south zoned B One Family Residence. Schools <br />are a conditional use under both zonings. Although the property was formerly used as a school, <br />the changes to the site trigger the need for a conditional use permit. Chapter 1118 governs the <br />standards for a use permit and contains requirements for setbacks which are in excess of normal <br />building setbacks required in residential and commercial districts. The modular units require a 44 <br />foot variance for rear building setback. The nearest neighbor is the Apartments at St. Richard <br />senior living facility. The schools have an agreement with the church that the main parking field <br />will be dedicated to school use on school days until6pm and the front parking areas will remain <br />the sole use of the church. To minimize traffic on residential side streets and improve circulation <br />internally, the city safety officials have conceptually agreed that some buses can temporarily <br />park along Country Club Boulevard for afternoon release. Safety and Engineering will work with <br />the schools to determine traffic management, number of buses parking, and any amendments <br />possibly needed to the City's traffic control file which requires legislation to be approved by City <br />Council. It's the intent of the schools to use the facilities through the 2017-2018 school year. Due <br />to the site modifications being temporary a site plan for the restoration was submitted to ensure <br />the site is restored. She suggested a time limit be added to the conditional use permit.
