<br />Mr. DiFranco said his main concerns are parking buses along Country Club. The plan for staging <br />needs to be more detailed showing existing conditions. There are currently signs posted per Ord. <br />2001-90 which only allows parking on Saturdays and Sundays during church hours, legislation is <br />required to address bus parking along Country Club. <br />Mr. Henderson said they will be temporarily using the St. Richard's classrooms and adding modular <br />units to accommodate the middle school students. There will be 6 classrooms placed on concrete <br />foundations, which are skirted once in place. There will be a covered path added from the modular <br />units to Korab Hall and church to ensure the site is ADA compliant. Circulation proposed involves <br />some buses and cars on the site and some buses for afternoon pick-up parked Country Club Blvd. <br />There will be two short periods of congestion along Country Club for morning arrival and at the end <br />the school day. The northern parking lot will be used by the parish only. The dumpster will be <br />enclosed and serviced from Whitethorn. The six modular units will be painted to match the existing <br />brick buildings. There are windows in each unit and each classroom will have a heating and cooling <br />unit. The walkway will be wood framing painted to match the existing building. <br />Mr. Malone said the trees scheduled to be removed are not specimen trees therefore he has no <br />objections. The restoration plan calls for planting four, 4-inch caliper red maples which are large <br />trees. Mr. Schumann asked if the plans depicted the accurate number of buses which will be stacked <br />along Country Club before and after school. Mr. McDade said staging will consist of buses picking <br />up kids prior to allowing parent vehicles onsite to pick up children. Mr. McDade said they would be <br />using the existing dumpster enclosures. Ms. Karban, an abutting neighbor, said she is concerned <br />about added traffic along Whitethorn so she is glad there will be no buses on Whitethorn. She <br />suggested the existing dumpsters for the church were not sufficient to handle the schools trash. Mr. <br />Bohlmann asked the size of the current dumpster used and Mr. Henderson said the dumpster is 6'x <br />8' and the school will monitor the dumpsters for pickup. Mr. Bohlmann said the site appeared large <br />enough to accommodate three large dumpsters. Mr. Fabin asked how the traffic would be controlled <br />for the assisted living as their access is the church parking lot. Mr. McDade said they were working <br />with city safety forces on security and would provide school personnel in the parking lot. <br />Commissioners had no objection to the variance required and suggested a time limit be placed on it. <br />The commission felt the conditional use pernut was warranted and wouldn't have an adverse impact <br />on the area. Bus staging and traffic flow is to meet engineering requirements and the permit should <br />have an expiration date. Mr. Malone asked how long the school would need the use of the church <br />and Mr. McDade said the site would be restored at the end of the 2017-2018 school year. <br />Mr. Malone moved, seconded by Mr. Bohlmann to recommend the BZA grant CMS15-3157 <br />St. Richard/North Olmsted Middle School: 26855 Lorain Road a rear yard setback variance, <br />which passed 5-0. <br />Mr. Malone moved, seconded by Mr. Bohlmann to grant CMS15-3157 St. Richard/North <br />Olmsted Middle School of 26855 Lorain Road a conditional use permit with the following <br />conditions: <br />1. Engineering requirements are to be met. <br />2. Legislative approval by City Council is required for modifications to the traffic control <br />file. <br />2
