Permit will expire 4/30/2019. <br />Motion passed 5-0. <br />Mr. Malone moved, seconded by Mr. Bohlmann, to approve CMS15-3157 St. Richard/North <br />Olmsted Middle School of 26855 Lorain Road contingent upon an adequate number of <br />dumpsters with enclosures being provided for school use, which passed 5-0. <br />CMS15-3206 Tina Nail Spa: 27753 Lorain Road <br />Representative: Steve Suhayda, architect <br />Ms. Wenger said the proposal consists of building alterations and site improvements to the <br />former DJ Glass building. Building changes include the addition of a stone base, new storefront <br />windows and a door with decorative awnings, and stucco on a portion of the building. Existing <br />brick will remain in the vicinity of the existing overhead doors which will be replaced with <br />windows. Those windows will have accent stone beneath them. Block areas and doors on the <br />east elevation will be painted to match the stucco. New landscaping is proposed at the storefront, <br />at the Lorain Road corners and along the rear property line. The applicant needs to verify who <br />owns the existing chain link fence. It appears that it could belong to this property as it seems to <br />wrap from the rear lot line at Decker all the way down the east lot line to Lorain Road, where it <br />is rusty and overgrown with landscaping. A sidewalk along the west elevation and parking <br />spaces are being added. The plan notes that the parking lot will be resealed and striped however <br />curbing is not shown. Several wall lights are shown but no lighting plans. The plan states signage <br />is not part of the plan therefore they should be removed from the plan. The monument sign <br />shown appears to be located within the sight triangle which would require a variance. <br />Mr. Suhayda said the building was originally a gas station converted to an automotive building <br />and will now be a nail salon. Windows with awnings and building treatments will be added with <br />a goal to give the building a residential appearance. Landscaping is being added in front of the <br />building to soften the site. Mr. Malone said a detailed landscape plan is required showing plant <br />type, size, spacing and number of each plant; lights are being added which requires a light plan <br />and there are no color elevations. Mr. Bohlmann said the layout of the fence appears to belong to <br />the applicant and needs to be replaced including the rear fence along residential property lines. <br />He asked if the amount of work being done triggers the requirement to place utilities <br />underground. The curbing at the site is in poor condition which needs to be replaced. He <br />questioned the single drain in the south side of the property and asked if it was in working order. <br />Irrigation is not shown, and signage should be removed if not part of the package. Mr. Suhayda <br />asked if they could just eliminate the fence in general. Mr. Malone said if they own the fence <br />then it could be removed and landscaping added to buffer the residential neighbors. Ms. Nader <br />thought the project would be a significant improvement and said she looked forward to seeing <br />the detailed plans. She asked where the dumpster enclosure would be and Mr. Suhayda said there <br />would be no need for a dumpster enclosure. Mr. Bohlmann said all concrete curbing has to be <br />continuous concrete. Mr. Schumann asked that a material board would need to be submitted with <br />details of each item. Commissioners felt the fencing should be removed and new landscaping <br />planted to replace it.
