? <br />BOARD OF ZONING APPEALS <br />CITY OF NORTH OLMSTED <br />MINUTES OF MARCH 2, 2015 <br />ROLL CALL <br />Ms. Rudolph called the meeting to order at 7:03 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Jennifer Rudolph, Michael Raig, Bob Papotto, Eric Allain <br />Absent: Laura Bellido <br />Staff: Law Director Michael Gareau Jr., Assistant Building Commissioner Daniel Russell, <br />Clerk of Commissions Donna Rote REVIEW AND COItRECTIOlV OI+' MIlVUTES <br /> <br />Mr. Raig moved, seconded by Mr. Papotto, to approve the minutes of F'ebruary 2, 2015, <br />which passed 4-0. <br />RESIDENTIAL EIPPEALS ANI) REQUEST <br />APP15-2640: Ryan Kinlev; 30940 Lorain Road: <br />Proposal consists of a garage, the following variance is requested: <br />1. A 1194 sq. ft. variance for a detached garage; code permits 750 sq. ft., applicant shows 1944 <br />sq. ft., Section 1135.02(c)(a). <br />The oath was administered to Ryan Kinley. He's requesting a variance for a garage of about <br />2,000 square feet. There was a previous barn attached to a two car garage which was removed <br />and was roughly the same size. Currently there are items being stored outdoors on the site which <br />he would like to move indoors. Ms. Rudolph asked if the use wasn't being expanded as the plans <br />show two offices and a restroom within the garage. Mr. Kinley said it would house his office, a <br />meeting rooin and a bathroom for his business. Mr. Russell said the proposed garage is an <br />extremely large garage for a single family home and aslced if the home in fact was a single <br />fainily dwelling and Mr. Kinley said yes. Mr. Allain asked what would be stored within the <br />building and Mr. Kinley said he has two or three trailers, trucks, equipment, paint sprayers, and <br />when his vehicles require maintenance he would like to fix them indoors. Right now all his <br />vehicles and equipment are stored outdoors in containers. Mr. Allain asked if the business was <br />residential house painting or coinmercial painting. Mr. Kinley said his company does <br />commercial striping of parking lots. Mr. Raig asked if the request was a residential request or <br />coinmercial and Mr. Russell said although the applicant's application states residential garage his <br />testiinony suggest he is building a commercial storage facility which is regulated under different <br />zoning codes. Ms. Rudolph asked if the board would address the request as a home business and <br />Mr. Russell said the owner doesn't live in the home. Mr. Allain aslced if the owner could apply <br />for a business garage at the site as the site is zoned commercial and Mr. Russell said yes however <br />it would be reviewed under commercial requirements not residential. Mr. Gareau reviewed <br />requirements of providing a garage for the existing home regardless if the use of the site <br />changed. It appears the applicant is now stating that the purpose of the proposed building is to <br />house his business and commercial storage. Therefore the applicant would follow the review
