Mr. Copley said the development <br />plan consists of a redevelopment of the Honda dealership. There is less asphalt, more green <br />space and an improved detention system being added. The existing strip center at the corner of <br />Lorain and Ranchview will be demolished and all lots will be consolidated. The site currently <br />has 6 curb cuts 4 will be removed leaving two along Lorain Road only. A special permit is <br />required as the existing building, is non-conforming as is the new Honda entrance element. The <br />building addition meets setback requirements. Although the landscaping areas are being <br />increased in size, parking setback variances are required as is a variance for displaying vehicles. <br />At the recommendation of PDC the sign package was modified. They are allowed 2 wall signs, <br />and they are asking for 2 additional wall signs. The new entrance includes a Honda logo. There <br />will be a Ganley sign, a Honda sign and a service center sign on the new addition. The existing <br />ground sign is being moved to comply with code however the directional sign which is needed is <br />less than 200 feet from the grounds sign. Mr. Russell said he had no objections to the request as <br />the applicants have followed staff recommendations and decreased the number of signs. Mr. <br />Copley said the new detention system being installed will improve not only their site but those <br />abutting them as well. Mr. Russell asked if the site would be irrigated in accordance with code or <br />would the applicant seek a variance to not have irrigation. Mr. Copley said they would install <br />irrigation to code. Mr. Allain questioned deliveries and Mr. Copley said the request for wider <br />driveways is to accommodate the semi-trucks. Daily parts delivery will be made at the new <br />loading area along the west side of the building. The board felt the development plan warranted <br />the variances as not only would it aesthetically improve their property but it will be an <br />improvement to the city. Ms. Rudolph reviewed the standards for granting a special permit to <br />add to a non-conforming building and all members were in favor of granting the permit. <br />Ms. Rudolph moved, seconded by Mr. Allain, to grant CMS15-2762 Ganley Honda of 25870 <br />Lorain Road a special permit for add onto a non-conforming building section (1165.02), <br />which passed 4-0. <br />Mr. Allain moved, seconded by Ms. Rudolph, to grant CMS15-2762 Ganley Honda of 25870 <br />Lorain Road the following variances: <br />1) A 31 ft. 2 in. variance for front building setback; code requires 75 ft., applicant shows <br />43 ft. 10 in.,1139.07. <br />2) A 9 ft. 5 in. variance for front yard setback to parking and drives; code requires 20 ft., <br />applicant shows 11 ft. 5 in.,1139.07. <br />4
