CITY OF NORTH OLMSTED <br />PI,ANNING & DESIGN COMMISSIO1v1 <br />MINUTES OF JANUARY 27, 2016 <br />ROLL CALI, <br />Mr. Malone called the meeting to order at 7:02 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, David Anderson, Julie Nader, Don Rerko, Paul Schumann <br />Absent: Tom Patton <br />Staf£ Planning & Development Director Kim Wenger, Assistant Law Director Bryan O'Malley, <br />Assistant Building Commissioner Daniel Russell, City Planner James Aspery, Administrative <br />Assistant Nicole Rambo <br />REVIEW AND COIdRECTI0N OF MIle1UTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of .danuary 13, 2016, motion passed 5-0. <br />NEW BUSINESS <br />15-4753; Lorain Self Storage; 24002 Lorain <br />Ms. Wenger stated that this proposal consists of a new commercial building and site <br />improvements. The lot is split zoned General Retail Business and Single Residence to the rear. <br />All improvements are proposed in the commercially zoned portion of the lot. The project meets <br />all required yard and building setbacks. <br />The question arose prior to the meeting regarding whether the use of self-storage facilities is <br />permitted in the General Retail Business district. Self-storage facilities are not specifically <br />mentioned in Chapter 1139 of the Codified Ordinances but two other similar businesses are <br />located in the district, one immediately to the east and the second one near the Post Office. Staff <br />was able to determine the other buildings were built in 1978 and 1988. The zoning codes at those <br />times did not specifically list self-storage as a permitted use. However, during the 1987 approval <br />the use was questioned of the Building Commissioner. The Law Department at the time <br />recommended the applicant go to BZA for a similar use determination. The BZA determined <br />self-storage is a permitted use in the General Retail Business district. This determination of use <br />encompasses all land similarly zoned, in this case General Retail Business district. The past <br />meeting minutes support the self-storage use for this case. <br />A total of three buildings are shown, one main 3-story self-storage facility with interior and <br />exterior access and two smaller single story facilities. The main building is constructed of <br />corrugated metal with brick and synthetic wood siding on the front fagade. The middle building <br />is entirely metal. The northernmost building is constructed of corrugated metal siding and brick. <br />The north fagade facing the direction of the residential subdivision is entirely brick, designed to <br />be the tallest element of the building, extending almost the entire width of the lot to create a solid <br />visual buffer. Material and color specifications are required.
