Landscaping is provided for along the front of the building, around the ground sign and three <br />additional trees along the front setback. More plantings along the front setback may be <br />warranted. Landscape irrigation should be provided for any planting areas. Some existing trees <br />will be preserved in the rear of the property. Fencing is provided more for security than for <br />screening. It is 8 feet high black metal. Plans show a fence that customers can access via gate but <br />that will separate the front parking area from the rest of the development. One dumpster is <br />proposed screened with an enclosure. <br />Storm water will flow into the existing pond in the rear of the property, which was designed and <br />constructed as part of the Arbor Woods subdivision. However the maintenance will ultimately be <br />the responsibility of the self-storage facility property owner. The plans show an easement for city <br />access to the retention pond area with grass pavers to support vehicles. No pole lights are shown; <br />the only lighting on the site will be from building lighting, which meets code. Brickscape is <br />shown in the right-of-way. One wall sign and one ground sign are proposed, which conform to <br />code in height and area. No variances are required. <br />Mr. DiFranco stated that there is an existing pond that was built for the adjacent Vienna Woods <br />subdivision. He stated that the maintenance of the pond is the responsibility of the new land <br />owner. This is a major concern due to lack of maintenance by previous owners, which led to <br />complaints by neighbors about mosquitoes, algae and broken fencing. Access to the pond needs <br />to be maintained. The northern most building is shown across the entire width of the property, <br />leaving an access area on the west side of the property that would only be 20 ft. wide. Mr. <br />DiFranco was concerned about vehicles being able to access the pond through this area with <br />significant grading differences. This needs to be addressed, whether by installing a retaining wall <br />or shortening the width of the building to leave more area for grading. The area labeled as the <br />City Access Easement is not required by the City and may be used for inspection purposes, but <br />maintenance responsibility will remain with the property owner. The final drawings will need to <br />be signed and sealed by a professional engineer. The fire hydrants will need to be connected with <br />a looped water line to the street, which will need to be coordinated with the Fire Department. <br />Mr. DiFranco stated that he is unaware of sediment build-up in the pond. <br />Peter Stuhlreyer with Designhaus Architecture and Dan Neff with Neff & Associates, Civil <br />Engineers were present. Mr. Stuhlreyer stated that this self-storage project will be climate- <br />controlled, well-secured and well-staffed. The building will blend in with the other retail <br />businesses from a design stand-point. The owners will take care of the pond maintenance. They <br />will add more landscaping at the black aluminum fence on the west side of the property. Fire <br />loop will be addressed. The facility will be secure with only keypad access to back of the <br />buildings. They will have 2 employees full-time plus some overtime. The brick wall behind the <br />buildings would keep the lighting on the buildings from being visible by the neighbors. Mr. Neff <br />stated that topographic issues will be addressed. Mr. Stuhlreyer stated that the majority of the <br />building will be made of vertically mounted charcoal gray metal panels that have a seam every 3 <br />to 4 feet. The front of the building will be constructed of the Nichiha fiber-cement siding that <br />looks like wood. Precast face brick will be used at the bottom of the fagade. White corrugated <br />metal will be used along the top of the building. There is a row of windows at top of building.
