r <br />? <br />PLANNING & DESIGN COMNIISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF FEBRUARY 24, 2016 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, David Anderson, Julie Nader, Don Rerko, Tom Patton <br />Absent: Paul Schuxnann <br />Staff: Planning & Development Director Kim Wenger, City Engineer Pietro DiFranco, Assistant <br />Law Director Bryan O'Malley, Assistant Building Commissioner Daniel Russell, City Planner <br />James Aspery, Administrative Assistant Nicole Rambo <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Rerko, to approve the Planning & Design <br />Commission minutes of January 27, 2016, motion passed 5-0. <br />NEW BUSINESS <br />16-5267; North Olmsted Citv Schools; 26669 Butternut Ridge <br />Representative: Jeff Henderson, TDA Architecture <br />Ms. Wenger stated that the proposal consists of site changes and interior modifications to change <br />the use of the Butternut School property from an elementary school to district administrative <br />offices and bus storage. The lot is zoned A- Single Residence. It is surrounded by single family <br />residences on the east, north and west and Interstate 480 to the south. While the property is <br />located along Butternut Ridge Road, only a small portion of the front setback of the lot is within <br />the Butternut Ridge Historic District; therefore, a Certificate of Appropriateness from the <br />Landmarks Commission is not required. School facilities are a conditional use in Single <br />Residence districts. Due to the proposed changes to the site, a conditional use pernut is required <br />along with development plan approval. The Commission should refer to the standards <br />established in Chapter 1118 in reviewing the use. The exterior of the school building will remain <br />almost unchanged along with the entrance drive and front parking area. One overhead door will <br />be added to the west side of the building though no elevation was provided. Existing pavement <br />will be crackfilled, sealcoated and restriped. Playgrounds will be removed and pavement will be <br />continued beyond the existing cul-de-sac to the rear of the school for bus parking to <br />accommodate 40 buses. The area will be fenced with a 6-foot high black vinyl coated chain link <br />fence. Evergreen screening is proposed along the western fence line where the storage lot is <br />closest to neighboring residential properties. A storage facility is proposed within the fenced area <br />along with additional parking for bus drivers. Storm water detention is proposed in the southeast <br />corner of the site. Some lighting will remain and some new lights are proposed. There are <br />inconsistencies between plan sheets and missing detail as noted by the Building Commissioner. <br />The photometrics were only calculated for the bus storage area and do not take into account other <br />lights noted as "new" including one in the front lot and another to the east of the building.
