The applicant told Ms. <br />Wenger prior to the meeting that new lights will be in the bus parking area only and any other <br />new lighting mentioned in the existing areas were a mistake. Also noted by the Building <br />Commissioner, there is no provision for a dumpster on the site currently. The applicant should <br />indicate how waste and refuse will be handled. Also, accessible parking is not indicated, but <br />required. Mr. DiFranco stated the Engineering Deparhnent recommended approval due to <br />compliance with preliminary comments and the storm water code. Mr. Russell said light pole <br />pedestals will have to be in compliance. <br />Mr. Henderson stated that there are currently 37 buses in the bus fleet but there will be space for <br />40. The central duplicating will move from the high school to this facility. There will be an <br />overhead door installed and a concrete pad to provide access to the door. The existing drive <br />going into the parking lot will be realigned to accommodate buses as they go into the parking lot. <br />The amount of staff will remain the same after the modifications and existing parking will <br />continue to accommodate them. The current curb radiuses are too short and will be expanded to <br />allow the buses to turn. The proposed storage building will match the darker color of the brick. <br />The schools had two meetings with the community to address concerns. Mr. Henderson stated <br />that a storm water structure will be installed to address storm water issues. The existing swale on <br />the west end of the building will drain into a pipe, which will be maintained. Catch basins <br />installed in the parking area will drain into the storxn water structure. Landscaping will include <br />Norway Spruce on the west end of the lot to screen the parking lot and to help limit noise for the <br />neighbors. Student traffic will be eliminated and the buses will leave and come back in waves, <br />rather than all at once. He added that the storage building will be used for general storage and <br />lawn equipment. No bus maintenance will happen in the storage building or on the site. Mr. <br />Rerko would like to see more of a buffer along the driveway to limit noise and lights as buses go <br />in and out. Mr. Malone echoed Mr. Rerko's concerns, but was more concerned about buses <br />leaving early or late in the day and the lights shining into the neighboring houses. Mr. Malone <br />suggested three or four Norway Spruces be planted on the school's property along the east and <br />west sides of the driveway. Mr. Malone questioned what will happen if a bus does not start. Mr. <br />Henderson said it would depend on the issue and it is possible that a tow truck may be needed. <br />Electric will also be installed down the middle of the parking lot so the buses can plug in and get <br />heated. Mr. Rerko asked if the buses will be run early to warm up and Mr. Henderson stated that <br />they would be started about 15 minutes before they needed to leave. Commissioners had <br />questions regarding bus operations, times of departure and arrival, bus maintenance, etc. <br />Mark Rodriguez of 26747 Butternut stated his concerns regarding the drainage. He presented a <br />photo from the swale taken after the rain storm earlier in the day. He stated that when the rear <br />ditch was filled in, the drainage issues began. He was concerned that water from the area has <br />nowhere to go. Mr. DiFranco stated that the rear area will drain into yard drains, will be paved <br />over and the water will now go to the detention system. Mr. Henderson stated that the swale is on <br />the school property and drains over time. The water will go under the bike path and tie into the <br />pipe that runs along I-480. He stated that the pipe may be undersized for the area and could be <br />the reason it backs up. He added that the elevation of the land is a concern. <br />Douglas Baldi of 26706 Butternut stated that bus storage in a residential area should not be <br />considered. He compared it to a distribution center being put into the residential area. He also
