PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLIVISTED <br />MINUTES OF MAlaCH 9, 2016 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:02 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, David Anderson, Julie Nader, Don Rerko, Tom Patton, Paul Schumann <br />Staff: Planning & Development Director Kim Wenger, City Engineer Pietro DiFranco, Assistant <br />Law Director Bryan O'Malley, Assistant Building Commissioner Daniel Russell, City Planner <br />James Aspery, Administrative Assistant Nicole Rambo <br />REVIEW AND CORRECTION OF MINUTES <br />NYr. Malone moved, seconded by Mr. Rerko, to approve the Planning & Design <br />Commission minutes of February 24, 2016, motion passed 6-0. <br />OLD BUSINESS <br />16-5267; North Olmsted Citv Schools; 26669 Butternut Ridize <br />Representatives: Jeff Henderson, TDA Architecture; Michael Zalar, NO Schools Superintendent; <br />Michael McDade, NO Schools Director of Business Services; Bill Sherinan, Hammond <br />Construction; John Urbanick, Greenland Engineering; David Leigh, NO Schools Transportation <br />Supervisor <br />Ms. Wenger stated that the proposal consists of site changes and to change the use of the <br />Butternut School property from an elementary school to district administrative offices and bus <br />storage. School facilities are a conditional use in Single Residence districts. A conditional use <br />permit is required along with development plan approval. The applicant has provided responses <br />to the conditional use standards in their revised submission. Information on bus traffic and <br />timing was included. The exterior of the school building will remain mostly unchanged along <br />with the entrance drive and front parking area. One overhead door will be added to the west side <br />of the building; the revised submission shows the requested elevation. Existing pavement will be <br />crackfilled, seal coated and restriped. The new bus parlcing area will accommodate 40 buses and <br />parking for bus drivers. The area will be curbed and fenced with an 8-foot high black vinyl <br />coated chain linlc fence. Evergreen screening is proposed along the western fence line where the <br />storage lot is closest to neighboring residential properties. At the request of the Commission, <br />additional evergreens have been proposed to screen bus lights from the two adjacent residential <br />properties on Butternut. Revised plans also show the location of a concrete pad and board on <br />board enclosure to house the dumpster. Existing lighting will remain and new lights are proposed <br />for the bus parking area only. Lighting cut sheets and pole base detail have been provided in the <br />revised submission. Mounting height should be indiczted. <br />Mr. DiFranco stated that in response to resident concerns at the previous meeting, the Service <br />Department inspected the sewer along I-480 and it was clean and working properly.
